Deputy Prime Minister Marat Khusnullin visited the Kemerovo region – Kuzbass on a working trip, where he held a working meeting with Governor Ilya Seredyuk. The parties discussed the socio-economic development of the region, the implementation of comprehensive territorial development projects, road activities, and the development of public transport. The Deputy Prime Minister also inspected the housing and cultural infrastructure facilities under construction in Kemerovo.

“Kuzbass was one of the first regions in the country to begin using the mechanism of comprehensive territorial development and today is one of the brightest examples of its application. In the region, 34 territories have been designated under the comprehensive development mechanism, with 22 projects underway. At such a scale of housing construction, it is important to provide the new districts with all the necessary infrastructure and create comfortable living conditions for people. Work is actively underway in the region on the improvement of public spaces as well, including through the attraction of infrastructure loans, as well as the development of the road network and the renewal of public transport. At the end of last year, the share of Kuzbass’s main road network that met regulatory requirements was 84.5%. It is important to continue working and maintain momentum to achieve all planned targets,” noted Marat Khusnullin.

The Deputy Prime Minister inspected in Kemerovo the area where the first apartment building being constructed under the comprehensive territorial development program is located. Construction is in its final stages, with the house planned to be commissioned by the end of 2026. All 240 apartments in the building have been sold. Nearby, a school, kindergarten, parking spaces, and other facilities necessary for a comfortable life are planned.

In Kemerovo, a territory of 540 hectares has been allocated for integrated development, where 23 new microdistricts will be created and 3.4 million square meters of housing will be built. In the future, about 120,000 people will be able to live here. Novokuznetsk is also planned to be developed with the help of the CRT.

Moreover, Marat Khusnullin reviewed the progress of the construction of the museum-theater complex in Kemerovo. As of today, the construction readiness of the facility exceeds 70%, with commissioning planned for 2027. In total, four similar complexes with a total area of almost 600,000 square meters are being built across the country by the President’s order.

In the museum-theatrical complex, united by a common atrium, there will be the Opera and Ballet Theater – a branch of the State Academic Mariinsky Theater, the Museum and Exhibition Center – a branch of the State Russian Museum, as well as the Kuzbass Arts Center with a cinema and concert complex. The general contractor for the construction of the complex is JSC “Stroytransgaz”.

“The museum-theatrical complex is the last object under construction of the Siberian cultural-educational cluster. The others have been completed and are operating successfully. We are creating a new powerful attraction point that will give an impulse to the entire cultural sphere – it will expand opportunities for quality leisure for our residents and open new creative horizons for many institutions. Close partnership with local museums, theaters, and creative universities is planned. The complex will also increase the region’s tourist appeal and create additional opportunities for the development of small and medium-sized businesses,” emphasized Ilya Seredyuk.

Monolithic work on the construction of the vehicle and pedestrian ramps has been completed at the construction site, and the bottom layer of asphalt concrete pavement has been laid. Vertical planning of the territory, concreting, installation of curbstones, and laying of granite tiles are ongoing. Inside the building, finishing work is being carried out, engineering systems are being installed, as well as elevator and escalator equipment, lighting lines are being laid, and door blocks and decorative elements are being installed.

As part of the creation of the Siberian Cultural and Educational Cluster in Kuzbass, a branch of the Moscow State Academy of Choreography with a dormitory, a branch “Siberian” of the Central Music School – Academy of Performing Arts with a dormitory, a general education school with two swimming pools, the Siberian campus of the Russian State Institute of Performing Arts with the School of Creative Industries, a dormitory with a stadium, a storage facility with a restoration center, as well as residential buildings for teachers, artists, and theater staff have been put into operation.
