Budget expenditures for the implementation of the “Capital Healthcare” program in 2027–2029 will amount to about two trillion rubles, including 663.3 billion rubles in 2027. Taking into account compulsory medical insurance funds, expenses for three years will total 3.8 trillion rubles, of which more than 1.2 trillion rubles will be spent in 2027. This was stated on his channel in in the messenger “Max” said Sergey Sobyanin.

Funds will be directed towards addressing key tasks for the further development of the capital’s healthcare system. Among them are large-scale infrastructure modernization, the creation of modern high-tech medical complexes, the implementation of advanced standards for disease prevention and treatment, as well as the development of the latest digital solutions and technologies based on artificial intelligence. These tasks are necessary to ensure accessible and high-quality medical care for every resident of Moscow.

Over the next three years, more than 464 billion rubles are planned to be allocated for the development and strengthening of the material and technical base of healthcare institutions, including construction, major and current repairs, and equipment acquisition, of which 174.1 billion rubles in 2027.

“In the next three years, we plan to build 29 healthcare facilities, including hospitals of the future. They are designed as multidisciplinary centers of the most advanced level, where the patient receives all the necessary specialized care — from high-quality diagnostics to high-tech treatment and rehabilitation,” wrote the Mayor of Moscow.

Out of 29 healthcare facilities planned to be built in the next three years, 16 will be financed by the city budget, 12 by investors’ funds, and one by the federal budget.

The key facility to be introduced in 2027 will be a new multidisciplinary complex of the Moscow Clinical Research Center “Hospital 52” — one of the leading hospitals in the capital and the largest in the northwest of the city.

The new medical and diagnostic complex, with a total area of about 80,000 square meters, will provide everything necessary for delivering highly qualified and high-tech medical care, including in such complex fields as organ transplantation, cardiology, nephrology, and others. The hospital will also create comfortable conditions for patients, including those with limited mobility, and for medical staff.

Sobyanin: Construction of the new complex of Hospital No. 52 will be completed in 2027

State-of-the-art medical complexes

Among other landmark facilities planned to be built in the next three years are state-of-the-art medical complexes.

Thus, it will include a new therapeutic and diagnostic complex of the N.V. Sklifosovsky Research Institute for Emergency Care. Its total area is over 160,000 square meters. The complex will connect five blocks of different heights. It will become one of the most modern medical facilities in the country and provide a new impetus to the development of the capital’s healthcare, expanding the capabilities of science and practical medicine. The building will house key clinical and diagnostic departments, including surgical and therapeutic wards, intensive care units, operating rooms, tomography offices, and much more. The project will be one of the largest in the history of the capital’s medical institution renovation.

The new medical and diagnostic complex of the V.P. Demikhov City Clinical Hospital (GKB) will also become one of the leading multidisciplinary medical centers in Moscow. The building, with an area of over 100,000 square meters, will be constructed using the most advanced technologies and materials. It will be equipped with the latest medical equipment. The ten-story building will house modern operating rooms, including hybrid and angiographic ones, clinical departments, as well as an intensive care unit and its own laboratory. The new complex will become one of the leading multidisciplinary centers of the capital.

The children’s multidisciplinary complex on Alyabyeva Street, in turn, will provide new opportunities for delivering quality medical care to young Muscovites.

The Center for Pediatric Neurorehabilitation and Orthopedics of the Saint Vladimir Children’s City Clinical Hospital will become a flagship project within the clinic’s structure. The six-story building will house a consultative and diagnostic department, a hydrotherapy and rehabilitation department, as well as a day hospital for children requiring long-term high-tech treatment. The implementation of the project will significantly expand access to high-tech medical care and create a continuous rehabilitation system focused on the maximum social adaptation of young patients.

In addition, it is planned to build a biotechnology laboratory of the Moscow Scientific and Practical Center for Laboratory Research and a flagship mental health center. In the new-profile medical center, residents of the capital will be able to undergo modern diagnostics and receive complete outpatient treatment, as well as psychological consultations in cases of stressful situations, post-traumatic syndromes, and neurotic conditions.

Modernization of inpatient hospitals and outpatient clinics

The capital will also continue the large-scale reconstruction of hospitals, including the renovation of buildings at the Moscow Multidisciplinary Scientific and Clinical Center named after S.P. Botkin, Hospital named after V.M. Buyanov, Morozov Children’s City Clinical Hospital, Moscow Clinical Scientific Center named after A.S. Loginov, Hospital named after S.S. Yudin, Hospital No. 15 named after O.M. Filatov, and other medical institutions.

In 2025, the largest urban program for the modernization of outpatient care was completed — the reconstruction and construction of more than 360 city polyclinics according to a unified standard. From 2027 to 2029, the development of primary health care will continue. New polyclinics will be built taking into account the population size and transportation accessibility of specific districts. By 2030, 13 new polyclinics will be built in the city.

“We will continue to implement the new standard of outpatient obstetric and gynecological care and develop the network of women’s health centers. Currently, there are already 20 in the city, each offering a wide range of competencies and diagnostic capabilities for women of all ages,” noted Sergey Sobyanin.

Over the two years of implementing the capital’s program to support women’s reproductive health “I Will Become a Mom,” 450 thousand women have participated, and more than 30 thousand babies have been born. Under the program, one can undergo a comprehensive examination by specialized experts for free, receive an assessment of reproductive potential and assistance in pregnancy planning, as well as take advantage of modern reproductive technologies. Given the positive results, the implementation of the “I Will Become a Mom” program will continue for the next three years.

Moscow annually increases the volume of specialized and high-tech medical care. Its accessibility for city residents remains one of the key priorities of the capital’s healthcare system. Today, such care is provided in 32 city hospitals across 20 major medical specialties — from oncology and cardiovascular surgery to neurosurgery.

In the next three years, special attention will be given to the further development of innovative treatment methods: expanding the practice of minimally invasive and high-precision surgeries using robotics, improving endoprosthetics technologies, as well as advancing the program for transplantation of vital organs, limbs, and bone marrow.
