At the meeting of the Presidium of the Government of Moscow, the forecast of the city’s socio-economic development for 2027–2029 was reviewed and approved. The document was prepared taking into account the forecast of the Ministry of Economic Development of Russia for the Russian Federation, based on an analysis of the established trends in the development of the economy of the city of Moscow and the country as a whole, as well as the global market situation.

In the upcoming three years, positive dynamics are expected to be maintained in the main indicators of socio-economic development. The growth rates of the gross regional product in 2027–2029 are projected to range between 1.5 and 2.5 percent.

The key source of growth during the forecast period will continue to be the development of the manufacturing sector. The active industrial policy of the Moscow Government will promote the development of high-tech industries and ensure the country’s technological sovereignty. It is expected that the output of the capital’s manufacturing industry will grow by 6–7.5 percent annually in 2027–2029.

Investment activity growth in 2027 will be about 0.5 percent in comparable prices. As the monetary policy of the Bank of Russia eases and the financial condition of enterprises improves, an acceleration in investment growth to 2.7–3.2 percent is expected in 2028–2029.

Support for investment activity will be provided by a consistently high share of capital investments and expenditures for development purposes in the capital’s budget, primarily urban investments in the development of transport and engineering infrastructure, as well as stimulation of the creation of workplaces.

The sustainable development of the city’s economy will also be supported by a stable high level of consumer activity: the growth rates of retail turnover will amount to 2.7–3.5 percent, and the volume of paid services to the population — 2.2–3 percent.

Considering the monetary policy being conducted, a gradual return of inflation to the target level set by the Bank of Russia — four percent per year — is expected.
