The session of cross-university expertise has started at the Peter the Great St. Petersburg Polytechnic University, conducted by the operator of the “Priority 2030” program — FSBSI “SocioCenter”.

The purpose of the event is to assess the implementation of development programs by universities, identify successful practices and problematic areas, determine growth directions, and prepare useful recommendations for the development of universities across the country. The main feature of the evaluation is that universities act simultaneously as both experts and subjects being evaluated.

For two days, intensive work will be carried out at the Saint Petersburg Polytechnic site with the participation of the university leadership, institute directors, heads of research laboratories, faculty members, and industry representatives.

Experts from the FSBI “Sociocenter” participate in the inter-university expertise:

  • Director of the Project Development Directorate at NRNU MEPhI Vladimir Kislyov;
  • Associate Professor of the Department of Information Technology and Security at the National Research University Higher School of Economics, Leonid Mylnikov;
  • head of the project office of Tyumen State University Sergey Cherepanov;
  • Deputy Director of FSBI “Sociocenter” Sergey Shulginov.

The event is held in the format of a strategic session with working groups in the following areas: “Strategic focus and management model,” “Educational model of subdivisions,” “Scientific-educational model of subdivisions,” “Scientific-production model of subdivisions.”

On the first day of the review, the rector of SPbPU, Andrey Rudskoy, addressed the participants with a welcoming speech: I believe that the value of cross-university expertise lies in the fact that the university is evaluated not by detached “controllers,” but by people who themselves manage changes in their own universities and understand the importance of each decision. This perspective allows for an objective understanding of what is actually happening in the university and reveals things that are often invisible from the inside. The results of these two days will form the basis for specific actions and decisions that we will include in the university development program and implement starting in 2027.

Andrey Rudskoy noted that at the Polytechnic, participants in the cross-university expertise will effectively work out the project of the new university structure. The first group will focus on the target model of the university as a whole, while the others will focus on the model of new-type subdivisions, among which are educational (faculties, whose task is quality engineering training), scientific-educational (leading engineering schools where research and personnel training are combined in one circuit for technological leadership goals), scientific-production (scientific-production and scientific-technological centers and a unified scientific-technological institute, which should bring developments to technologies and products put into production).

After the speech of the rector of SPbPU, the preliminary reports of all four groups were presented by the first vice-rector of SPbPU Vitaly Sergeev, vice-rector for educational activities Lyudmila Pankova, vice-rector for research and principal designer for KNTN-3 “Artificial Intelligence for Solving Cross-Industry Tasks” Yuri Fomin, and director of the Institute of Mechanical Engineering, Materials and Transport, principal designer for KNTN-2 “New Materials, Technologies, Production” Anatoly Popovich. Each speaker’s presentation was accompanied by a lively professional discussion involving experts.

Then, throughout the day, participants of the inter-university expert panel collaborated in working groups and developed joint solutions. They compared the current university structure with the desired one and identified areas for growth. Additionally, the participants reviewed the working tools: they determined which processes required radical improvement and decided how to create the mechanisms currently lacking to implement new tasks.

The Director of the Project Development Directorate of MEPhI, expert of FSBI “Sociocenter” Vladimir Kislov noted: Over these two days we must establish the strategic direction of the university’s movement, identify what hinders achieving the goals, and develop concrete solutions. At the same time, your work already has purely practical value — it should meaningfully enrich the reports of those who, literally in about one and a half months, will defend the results of the implementation of SPbPU’s Development Program before the Council for Supporting Development Programs.

The first day concluded with a reflection on the results of the group work and the presentation of interim results. On the second day of cross-university expertise, group work will continue, and the overall results of the event will be summarized.
