The job creation incentive program expands opportunities for locating manufacturing companies in various districts of the capital. This helps increase the attractiveness of industrial construction for private investors. Thanks to its implementation, new factories, technoparks, and other production facilities are being built in the city. This was reported by the Minister of the Moscow Government, head of the Moscow Department of Investment and Industrial Policy. Anatoly Garbuzov.
“The IPT program has created conditions under which developers find it profitable to invest not only in the construction of office and retail real estate but also in modern industrial infrastructure. For industrial projects, the highest coefficients among all program directions are provided when calculating benefits. As a result, today within the IPT framework, the construction of 50 industrial facilities with a total area of over 1.7 million square meters has been approved. Once they reach design capacity, about 44,000 people will be able to work here,” added Anatoly Garbuzov.
One of the major industrial projects was implemented in Zelenograd, where a complex with an area of 86 thousand square meters opened this spring. It includes three high-tech construction plants and a technopark. In total, more than 800 jobs have been created. The enterprises produce aerated concrete, architectural double-glazed windows, translucent structures, and modular facades. The technopark houses the production of sanitary-technical cabins.
The city provided the land plot for the construction of the complex to the investor within the framework of large-scale investment project.

Another example is the industrial park “Kuvekino,” the first phase of which was commissioned in the summer of 2026. A distinctive feature of the complex was the facades in the style of industrial neo-futurism with large-scale murals combining technological and natural motifs.
The light-industrial format facility is designed to accommodate small and medium-sized businesses as well as large companies. Upon project completion, its area will reach 340,000 square meters. More than four thousand jobs will be created here. The industrial park has already attracted its first residents, including a distributor of cosmetic products and a manufacturer of waterproofing materials.
The job creation incentive program has been implemented since 2020. It has covered virtually all districts of the capital. Investors will build about 330 facilities with a total area of approximately 11 million square meters. These include new industrial enterprises, office and shopping centers, and institutions of education, culture, and sports.
A total of about four trillion rubles will be invested in the development of Moscow. This will create approximately 500,000 jobs in almost all sectors of the city’s economy.
