Decisions made at the Government meeting on October 7, 2026:
1. On the draft federal law “On Amendments to the Urban Planning Code of the Russian Federation” (in terms of regulating the digital information model)
The bill has been prepared with the aim of increasing the level of digitalization in the construction industry, as well as the efficiency of managing construction processes and the operation of capital construction facilities.
Government Decision:
Approve the draft federal law “On Amendments to the Urban Planning Code of the Russian Federation” and submit it to the State Duma in the prescribed manner.
2. On amendments to the distribution of subsidies to the budgets of the constituent entities of the Russian Federation, approved by Appendix 30 (Tables 100, 190, and 218) to the Federal Law “On the Federal Budget for 2026 and for the Planned Periods of 2027 and 2028”
The draft directive is aimed at creating engineering and transport infrastructure in the territories of the constituent entities of the Russian Federation for the development of tourist clusters, carrying out construction of engineering and transport infrastructure for the creation of federal year-round resorts, as well as completing previously initiated activities for the construction (reconstruction) of supporting infrastructure facilities with a long payback period within the framework of the federal project “Creation of accommodation facilities, infrastructure, and new points of attraction” of the national project “Tourism and Hospitality”.

To approve the draft order of the Government of the Russian Federation on this matter.
3. On the allocation to the Ministry of Construction of Russia in 2026 from the reserve fund of the Government of the Russian Federation of budgetary appropriations for providing a subsidy from the federal budget to the budget of the Republic of Adygea in order to co-finance expenditure obligations for the financial support of the creation of engineering and transport infrastructure for the development of tourist clusters
The draft order is aimed at the financial support of the technological connection to the gas distribution networks of the all-season mountain eco-resort “Lagonaki” in the Republic of Adygea.

4. On the draft federal law “On Amendments to Article 131 of the Federal Law ‘On Civil Status Acts'”
The bill is aimed at improving the mechanism for filling the Unified State Register of Civil Status Acts with information about documents issued by competent authorities of foreign states certifying civil status acts performed outside the territory of the Russian Federation according to the laws of the respective foreign states.

Approve the draft federal law “On Amendments to Article 131 of the Federal Law ‘On Civil Status Acts'” and submit it to the State Duma in the prescribed manner.
5. On the draft federal law “On the ratification of the Protocol on Amendments to the Treaty between the Russian Federation and the Republic of Belarus on the General Principles of Taxation on Indirect Taxes dated October 3, 2022”
The bill is aimed at the ratification of the protocol signed on July 16, 2026, in Moscow.

6. On Amendments to the Decree of the Government of the Russian Federation dated June 19, 2012 No. 608 (regarding Amendments to the Regulation on the Ministry of Health of the Russian Federation)
The draft resolution is aimed at preventing the spread of infectious diseases among the population.
Government decision:
Adopt the draft resolution of the Government of the Russian Federation on this issue.
7. On Amendments to the Resolution of the Government of the Russian Federation No. 323 of June 30, 2004 (Regarding Amendments to the Regulation on the Federal Service for Surveillance in Healthcare)
The draft resolution is aimed at bringing the powers of Roszdravnadzor into compliance with the provisions of the Federal Law dated June 10, 2026 No. 162-FZ “On Amendments to the Federal Law ‘On the Legal Status of Foreign Citizens in the Russian Federation'” and Article 34 of the Federal Law “On the Sanitary and Epidemiological Welfare of the Population”.

To adopt the draft resolution of the Government of the Russian Federation on this issue.
8. About the draft federal law “On Amendments to Articles 5 and 8 of the Federal Law ‘On the Peculiarities of Pension and Additional Social Security for Citizens Residing in the Territories of the Donetsk People’s Republic, the Luhansk People’s Republic, Zaporizhzhia Oblast, and Kherson Oblast'”
The bill is aimed at providing an opportunity for citizens residing in the territories of the Donetsk People’s Republic, the Luhansk People’s Republic, Zaporizhzhia and Kherson regions to apply to the interdepartmental commission for the implementation of labor, pension, and social rights of certain categories of persons to confirm periods of military or other service equated to military service for pension provision in accordance with the normative legal acts that were in effect in these territories of the Donetsk People’s Republic, the Luhansk People’s Republic, Zaporizhzhia and Kherson regions of Ukraine, for the purpose of further accounting them in the insurance length of service when assigning a pension.

Approve the draft federal law “On Amendments to Articles 5 and 8 of the Federal Law ‘On the Features of Pension and Additional Social Security for Citizens Residing in the Territories of the Donetsk People’s Republic, the Luhansk People’s Republic, the Zaporizhzhia Region, and the Kherson Region'” and submit it to the State Duma in the prescribed manner.
9. About the draft federal law “On Amendments to Article 25 of the Federal Law ‘On Road Traffic Safety'”
The bill is aimed at improving the procedure for granting driving rights to citizens of the Russian Federation who permanently reside in a foreign country.
Government Decision:
Approve the draft federal law “On Amendments to Article 25 of the Federal Law ‘On Road Traffic Safety'” and submit it to the State Duma in the prescribed manner.
10. On the draft federal law “On amending Article 18 of the Law of the Russian Federation ‘On pension provision for individuals who have served in the military, in internal affairs bodies, the State Fire Service, agencies controlling the circulation of narcotic drugs and psychotropic substances, institutions and bodies of the penal system, the National Guard troops of the Russian Federation, the federal bailiff service, and their families'”
The bill aims to ensure equal conditions for the calculation of length of service for pension appointments for individuals whose pension provision is carried out in accordance with the Law of the Russian Federation dated February 12, 1993 No. 4468-I “On pension provision for persons who served in the military, internal affairs bodies, State Fire Service, drug control and psychotropic substances control bodies, institutions and bodies of the penal system, the National Guard troops of the Russian Federation, the enforcement bodies of the Russian Federation, and their families.”

Approve the draft federal law “On Amendments to Article 18 of the Law of the Russian Federation ‘On Pension Provision for Persons Who Served in the Military, Internal Affairs Bodies, State Fire Service, Bodies for Control over the Trafficking of Narcotic Drugs and Psychotropic Substances, Institutions and Bodies of the Penal System, Troops of the National Guard of the Russian Federation, Bodies of Compulsory Enforcement of the Russian Federation, and Their Families’” and submit it to the State Duma in the prescribed manner.
11. On amending the order of the Government of the Russian Federation dated May 6, 2026 No. 1058-r
The draft order is aimed at allocating additional budget appropriations to Rosaviatsiya in 2026 from the reserve fund of the Government of the Russian Federation for the purpose of providing subsidies from the federal budget to Russian airports for partial reimbursement of expenses related to their routine activities and interest on loan or credit agreements during the period of temporary flight restriction regime introduced at airports in the south and central parts of Russia.
