Comprehensive Development of Territories (CDT) is a mechanism that allows for faster incorporation of inefficiently used territories, primarily for residential construction. This tool for urban renewal has been in operation since 2021 and is gradually gaining momentum. It involves the construction of modern housing, social, transport, and utility infrastructure facilities, as well as the relocation of citizens from dilapidated buildings. To date, 5.5 million square meters of real estate have been commissioned under CDT projects. This was reported by Deputy Prime Minister Marat Khusnullin.
“The government continues to carry out systematic work within the framework of the national project ‘Infrastructure for Life’ to create comfortable, modern living conditions. This includes the mechanism of comprehensive territorial development, which is increasingly applied in the regions of Russia. This tool allows cities to be updated systematically – simultaneously creating modern social, communal, and road infrastructure along with housing, eliminating chaotic point development, and setting a new standard for the living environment. Since 2021, about 5.5 million square meters of real estate have been commissioned under comprehensive territorial development projects, of which more than 4.6 million square meters are housing. In just under nine months of 2026, over 1 million square meters of housing have been commissioned. By 2030, comprehensive territorial development projects should account for 10% of the country’s total housing commissioning – this is our benchmark for the qualitative renewal of settlements,” said Marat Khusnullin.
Currently, 1558 KRT projects are actively being implemented in 81 regions, covering an area of over 30 thousand hectares. The urban development potential of these projects amounts to approximately 229 million square meters of real estate, including more than 171 million square meters of residential space.
“The comprehensive territorial development tool is an effective way to qualitatively renew urban spaces. I would like to remind you that as of March 2025, new important regulations came into effect allowing the application of the comprehensive territorial development mechanism to areas with terraced housing and individual housing construction projects, as well as the inclusion of infrastructure creation obligations in comprehensive development agreements. Also, by the President’s directive, comprehensive territorial development projects have received federal funding for the first time. The program included 37 regions. These are regions with low budgetary capacity, as well as those for which individual socio-economic development programs are being developed. I would like to highlight the scale of work on comprehensive territorial development: currently, 2,197 territories with a total area of 55.7 thousand hectares are being worked on,” reported the First Deputy Minister of Construction and Housing and Communal Services, Alexander Lomakin.
Including 131 territories in operation, the comprehensive development of which is carried out by PJSC DOM.RF, with a total area of 5.3 thousand hectares and an urban development potential of 23.16 million square meters.
As part of the resettlement of emergency housing, the operator of this program – the Territorial Development Fund – partially compensates developers for expenses incurred for these purposes under KRT projects.
“The resettlement of uninhabitable housing stock under the KRT program is underway in 37 regions. Thanks to this, about 26,880 people have been able to improve their living conditions, and the total area of resettled houses amounted to 465.66 thousand square meters. The leaders in the volume of resettlement were: Sverdlovsk Region – 170 thousand sq. m, Yamalo-Nenets Autonomous Okrug – 74 thousand sq. m, Arkhangelsk Region – 67 thousand sq. m, Perm Krai – 47 thousand sq. m, Tyumen Region – 40 thousand sq. m. Thanks to KRT, new neighborhoods are appearing on the sites of unfit buildings, and people receive decent living conditions,” noted Vasily Kupyzin, CEO of the Territorial Development Fund.
The CRT mechanism allows for the incorporation of unused or inefficiently used lands into circulation, transforming them into modern urban neighborhoods.
For example, a project is actively underway in Rostov-on-Don on the site of the old airport covering an area of 367.8 hectares. The total urban capacity of the project is more than 4 million square meters, including 1.51 million square meters of housing. To date, about 277 thousand square meters of housing have already been put into operation. The project includes the construction of 11 kindergartens with a capacity of 2.8 thousand places, 6 schools for 6.5 thousand students, as well as a polyclinic.
The CRT project in the village of Kondratovo, Perm Krai, is being implemented over an area of 42.5 hectares. The total urban development potential of the project amounts to 328.6 thousand square meters, including 300.6 thousand square meters of residential space. The commissioning at this stage amounts to 38.9 thousand square meters of housing. The project also provides for the construction of a kindergarten with 450 places, landscaping of the territory, construction of engineering infrastructure, gratuitous transfer of land plots for the placement of two preschool buildings with 480 places and a school with 1,225 places.
A large-scale project is being implemented in the city of Ulan-Ude, Republic of Buryatia. The uniqueness of the project lies in the fact that the complex development area is located in the historical part of the city, and 13 cultural heritage sites are included in the construction. On the territory of 35.2 hectares, residential apartment buildings with a total area of 200 thousand square meters are planned, a school for 760 students is being built ahead of schedule, and construction of two kindergartens, a healthcare facility, a campus, a theater, and a national museum is planned.
