At the national center “Russia” on October 6, the second forum “Digital Solutions” began — a large-scale IT event discussing the technological transformation of the country. At the event, Government of Moscow presents the capital’s key digital projects: “Moscow Electronic School” (“MESh”), a digital twin of the city, a unified medical information and analytical system (EMIAS), a tourist service Russpass, an ecosystem of electronic services, electronic voting, and much more.

“One of the main topics of the forum this year was artificial intelligence (AI) technologies. Moscow is implementing more than 130 AI projects across all areas of urban life — from healthcare and education to urban planning, transportation, and interaction with residents. Many AI solutions are showcased at the Moscow Government’s booth. Here, forum visitors learn about how artificial intelligence is applied in the capital, are invited to try a demonstration version of the ‘Digital Teacher’ service in ‘MESH,’ test biometric algorithms, create their own travel route using the AI constructor service Russpass, see how AI is used in the city’s digital twin, and much more,” said the press service of the capital.

Department of Information Technology.

AI projects at the Moscow booth

All visitors to the booth will be able to use the demonstration version of the “Digital Teacher” service for mathematics — the flagship AI solution of the “Moscow Electronic School.” It has been used in Moscow schools since 2024. It analyzes the student’s knowledge, identifies topics that need improvement, and creates a personalized learning path. The algorithms track progress in real time and select additional exercises. Currently, the service offers four subjects: mathematics, physics, computer science, and English. Over 20 million uses were recorded last academic year.

Forum guests will also be offered the opportunity to create their own travel plan using the AI route builder in the Russpass service. It can generate a personalized itinerary considering the desired destination, number of days, and user interests. The technology takes into account visiting times, ease of movement between points, and suggests additional places for rest. As a result, the user receives up to six ready-made ideas, which can be adjusted if necessary.

In addition, the Moscow booth will showcase the use of AI in the city’s digital twin. To keep the 3D model of the capital up to date, more than 12 million aerial and ground photos are taken annually. The accuracy and realism of the electronic model depend directly on the quality of the source data. Artificial intelligence is used for comprehensive image processing: eliminating blurriness, enhancing contrast and detail, optimizing color reproduction, and unifying the appearance of photographs. Neural networks also allow for the automatic removal of cars and other objects from the frames that hinder perception of the urban environment. This is especially important for areas with high traffic loads. As a result, a more accurate, realistic, and visually cohesive digital model of the capital is created, in which the architectural features of buildings and elements of the surrounding environment are reproduced in detail.

Other projects

The Moscow stand also tells about other significant IT projects of the capital. Some of them have been developed by the city for many years. For example, visitors can learn more about the work of the “Moscow Electronic School,” which turned 10 this year, the EMIAS services, and city electronic services — they have been helping residents since 2011.

One of the capital’s main social IT projects, which has existed for 25 years, is also presented at the stand — the Muscovite card. Visitors can learn more about its features and take a commemorative photo processed in the style of one of five eras — from 2001 to the Moscow of the future.

Forum visitors will also be invited to test the new mobile application “Moscow Zoo AR,” which introduces users to three popular inhabitants of the institution: the panda, the Pallas’s cat, and the snow leopard. Augmented reality technology allows you to place a virtual animal right on the stand and observe how it plays, eats, walks, or hides. The AR behavior scenarios were developed together with the zoo’s zoologists, and the 3D designers captured the distinctive features of the animals’ appearance and movements.

In addition, Moscow’s booth showcases an ecosystem “MosTech” — a unified technological platform for the creation and development of digital projects, services, and IT infrastructure of the capital. Visitors can get acquainted with its equipment: modern laptops and all-in-one PCs with the updated operating system “MosTech.OS” and the office software suite “MosTech.Office.” More than 200 thousand such devices are already used in the city’s schools and government bodies.

For developers in the «MosTech» ecosystem, a platform is presented “Mos.Hub”. It provides solutions for the full software development lifecycle — from idea to implementation, including the possibility of public access to the project, and also allows creating and developing software, opening the way to improving its quality, collaboration, and reuse of solutions. The platform already hosts more than 34 thousand projects, most of which are built on open-source principles. In addition to the code repository, Mos.Hub offers teams a full stack of necessary tools — from version control to security checks of solutions. For example, the platform includes a wiki system for collaborative work and documentation and knowledge storage called Mos.Wiki, and the Mos.Track service for IT project and task management.

Visitors to the booth will also be shown electronic voting terminals, which have been used in the capital’s elections since 2023. For instance, this year around 5,500 devices were installed at Moscow polling stations, and about 3,400 portable terminals were used for home voting. Thanks to this equipment, voters can cast their votes at any polling station in the city, and the whole process takes just a few minutes.

You can also learn about the digital platform at the booth i.moscow. It helps technology companies find customers, test and implement developments, gain access to city infrastructure and support measures. The platform allows users to undergo free educational programs, attract investments and preferential financing, order research and development, as well as test solutions at city facilities. Over seven years, more than 14 million unique users have registered on it, and its services are used in 89 regions of Russia. Moscow Innovation Cluster, which develops the platform, unites 41 thousand companies.

Moscow consistently shares its expertise with other Russian regions, providing them access to best practices in various fields — from healthcare and education to business and tourism. At the capital’s stand, one can see an interactive map clearly showing in which federal subjects various Moscow solutions are being used. For example, the geography of the scaling of the “Moscow Electronic School” and the “MosMedAI” platform is presented here, supplier portal, the Russpass service, the Moscow Innovation Cluster, and other projects.
