Muscovites can resolve issues related to water meters without leaving home using the city’s electronic services on the portal mos.ru and platform “Electronic House”. They help city residents save time and family budgets by making the process of accounting and controlling water consumption as comfortable and transparent as possible. More about the services and their advantages can be found in the material on mos.ru.
Submit meter readings
Water meter readings must be submitted every month. For this, the residents of the capital can use the service “Reading of water and heat metering devices” on the portal mos.ru. During its operation, it has become one of the most popular among city residents: it has been used over 754 million times.
The service allows you to submit meter data required to generate a unified payment document in just a few minutes at any convenient time. In addition, with this service, you can view water consumption statistics for past periods with just a couple of clicks.
In order to use the service, you need to log in to the mos.ru portal using Mos ID, go to the services catalog for residents, select the section “Housing, real estate, land,” then open the subsection “Housing and Utilities, housing maintenance” and find “Acceptance of readings from water and heat meters”. Access will require simplified, standard, or full account.
To submit readings, you need to specify the apartment address and the 10-digit payer code, which is listed on the unified payment document (UPD). If this information has already been entered in the personal account on the mos.ru portal, the form will fill in automatically.
Water meter readings can also be submitted using mobile applications “Electronic House”, (including by photograph), “My Moscow” and “Moscow Public Services”.
Verification or replacement of the meter
Water meters need to be periodically calibrated. If this is not done on time, the billing procedure for resource usage will change and, accordingly, the payment for them will increase. Thus, if the calibration interval is missed, for the first three months billing will be based on average monthly readings, and from the fourth month — according to the standard with an increasing coefficient (three). To help Muscovites avoid overpayments and to check the proper functioning of the devices, a service has been operating on the mos.ru portal since October 2023. “Water Meter Verification”.
During this time, specialists have verified about 520 thousand devices and replaced more than 72.5 thousand units. The verification procedure is carried out only by trusted organizations — service partners registered in the national accreditation system registry.
You can submit an application in a couple of minutes. To do this, you need to log in to the mos.ru portal using Mos ID, then go to page service and fill out a special form In it, you will need to specify a convenient date and time for the technician’s visit, the type and number of meters, as well as the address and contact details. An operator will call back to clarify the details and confirm the application. After that, a receipt will be generated in the user’s personal account, which must be paid within 24 hours.
The technician will arrive on the scheduled day at the address specified in the application and perform diagnostics of the devices using a calibration unit. If the meter is found to be defective, the specialist will offer to replace it: immediately, if the technician has a new device available, or by arranging a follow-up visit.
Upon completion of the verification, the customer receives a contract, an act listing the completed works, and upon request, a copy of the organization’s accreditation certificate. Verification details are sent to the federal information system “Arshin.” It is recommended to forward the act to the management company. This can be done through the service “Submission of information on the verification or commissioning of water meters after replacement, dismantling, or missing the verification deadline” on mos.ru or in person.
Hot water meters need to be checked every four years, cold water meters every six years. The date of the scheduled verification can be found in the device passport, the unified payment document, or online in the service meter readings transmission on the mos.ru portal — information is in the section “More about the meter”.
However, if any damage, fogging, seal tampering, or excessively fast rotation of the indicator is detected on the device, it is recommended to carry out verification immediately, without waiting for the end of the calibration interval.
All adult residents of the capital with a standard or full account on mos.ru can use the service. It is also available in mobile applications “Electronic House”, “My Moscow” and “Moscow Public Services”.
Transmitting readings using modern technologies
For those who want to completely give up the need to submit readings monthly, the city offers a service “Installation of smart water meters” on the platform “Electronic House”. This year, the service is celebrating its second anniversary. During this time, thousands of Muscovites have already used it. Smart devices independently record water consumption readings and transmit the data to the billing center or the organization responsible for payment calculations. This eliminates the possibility of errors during manual entry, which can help avoid overpayments on bills.
Through the service, you can completely replace old meters with a set of smart ones or order the installation of a special data collection and transmission device — a controller — without dismantling the old mechanisms, if they are equipped with an impulse output. At page in the service offer cards, you can click the “More details” button to learn about different configuration options, specifications, and equipment costs.
The service is available to all adult users with a standard or full account on the mos.ru portal, who have confirmed ownership of a residential or non-residential premise in an apartment building where the meter is installed, or who are registered at that address. To submit an application, you need to log in on the website or in the “Electronic Home” app using Mos ID, go to the “Services” section (in the app, via the “More” section), select “Smart Water Meter” and click the “Submit Application” button next to the suitable equipment option. In the application form, you will need to select the address, provide contact details, and attach a photo of the proposed installation location of the device. During the working day, you will receive a call from an operator to agree on the details and the master’s visit time.
Installation is carried out only by specialists from accredited partner organizations of the service. The process takes 40 minutes or more depending on the condition of the communications and the accessibility of the installation site. Payment is made after the completion of the work in cash or by non-cash means to the organization providing the service. After installation, the technician will issue all necessary documents, including the payment receipt, the work completion certificate, and the device passport.
