Top news of the day at the UN and worldwide: The Secretary-General called for de-escalation between Russia and Ukraine, residents of the DRC face threats of armed conflict and a humanitarian crisis, the UN fund allocated resources to prepare for the consequences of El Niño in Africa, Guterres stated the need to intensify efforts on nuclear disarmament.

Strikes on Ukrainian cities
Secretary-General António Guterres is alarmed by the scale of attacks by the Armed Forces of the Russian Federation on Kyiv and other cities of Ukraine, the press service of the UN chief said. According to reports, the attacks, including yesterday’s strike on the building of the National Academy of Sciences of Ukraine, are causing a record number of civilian casualties. The Secretary-General is also concerned about the rising number of civilian casualties due to the increasing attacks by Ukrainian forces on Russian territory. Guterres condemns any attacks on civilians and civilian infrastructure and calls for an immediate end to the escalation.
The situation in the DRC
Despite diplomatic progress, armed clashes and attacks by armed groups in the Democratic Republic of the Congo (DRC) continue to threaten civilians, force people to leave their homes, and hinder the delivery of humanitarian aid. This was stated at the Security Council meeting by the Secretary-General’s Special Representative and head of the United Nations Stabilization Mission in the country, James Swan. He warned of human rights violations, including sexual violence, as well as a humanitarian crisis in the DRC. The situation is further exacerbated by food shortages and an Ebola outbreak.
Consequences of El Niño
UN Deputy Emergency Relief Coordinator Tom Fletcher announced today the allocation of funds from the Central Emergency Response Fund, which will be directed towards preparing in advance for the severe impacts of the drought caused by the El Niño phenomenon in three African countries. South Sudan will receive 6 million dollars, Zimbabwe – 4 million dollars, and Chad has been allocated 3.6 million dollars. Fletcher had previously warned that the drought threatens people’s lives and well-being. The funds will be used, in particular, for food aid, medical assistance, protection services, water supply, and sanitation.
Nuclear Disarmament
The world is experiencing the most dangerous period in terms of nuclear threat since the end of the Cold War. This was stated by the UN Secretary-General António Guterres on Tuesday, who called on states possessing nuclear weapons to return to dialogue and intensify efforts toward nuclear disarmament. Speaking at the UN General Assembly session on the occasion of the International Day for the Total Elimination of Nuclear Weapons, Guterres warned that the risks of errors and miscalculations are increasing amid technological progress.
