World Tourism Day is celebrated on September 27. Behind trips, excursions, and new routes lies a large industry: tour operators, agencies, hotels, and other companies. Today, more than 7,100 small and medium-sized enterprises operate in this sector in Moscow.

At different stages of company development, entrepreneurs face difficulties: some need to raise funds for new projects, others — to build internal processes, understand taxes, find ways to promote and work with clients.

To address these tasks, financial and non-financial business support tools are available in Moscow. One of them is a guarantee. Moscow Guarantee Fund. It helps entrepreneurs obtain bank financing when their own collateral is insufficient. During the organization’s operation, tourism industry enterprises have attracted over 4.6 billion rubles under its guarantees. The company’s funds are directed towards developing new areas and ongoing activities.

The foundation’s guarantee can also be used in conjunction with the Moscow subsidized lending program for priority sectors. In this case, the organization receives a loan at a reduced rate, and if the company lacks sufficient collateral, the Moscow Guarantee Fund assumes part of the risk. In June 2026, the travel company “RD-Travel,” which organizes tours and expeditions across Russia and other countries, took advantage of this opportunity. It secured subsidized financing with the foundation’s guarantee and directed the funds toward further business development.

Tourism companies may have other financial tasks as well. For example, when working under government contracts, an entrepreneur needs to have resources to fulfill obligations even before settlements with the customer are completed. This is how the travel agency “Yukka Travel” operates. The company organizes transportation, accommodation, meals, and training sessions for various national teams. In July 2025, it secured financing backed by the Moscow Guarantee Fund. The obtained funds helped ensure current operations and continue business development.

Financial resources alone are not always enough for a company’s growth. Entrepreneurs also need to establish accounting, improve customer relations, master new promotion tools, and receive timely answers to questions that arise during daily operations. Free consultations, training, and online services provided by the Moscow State Institution “Small Business of Moscow” (MBM) help solve these tasks.

These opportunities are used by entrepreneur Elena Laburenko. Since 2017, she and her husband have been developing a business in the tourism sector and organizing trips within Russia and abroad. The idea for their own business came after a trip with friends, for which Elena independently planned the itinerary. Soon, the couple assembled their first tourist group.

Starting with trips to the republics of the Caucasus and Transcaucasian countries, the founders of the project gradually expanded the geography of their routes. Today, they organize travels to countries in Africa, the Persian Gulf, and Asia. Groups ranging from 15 to 30 people go on tours at least once a month. As the business developed, the tasks changed: Elena regularly consults with MBM on accounting, taxation, and declaration preparation.

“When I was looking for where an entrepreneur could turn for consultations, I was surprised to learn that there are business service centers. One of them turned out to be right near my home. Every time I go there, I meet staff who are ready to help and answer any question in detail. This allows me to save a significant amount of time,” said Elena Laburenko.

For another entrepreneur, MBM support became an opportunity to rethink the approach to promoting services and interacting with clients. Elena Andrianova has been working in the tourism industry for over 20 years, and since 2023, she has independently organized corporate and individual tours. Currently, she has seven organizations among her regular clients, and she has already organized about 100 trips for private travelers.

After training at MBM, the entrepreneur implemented a CRM system, which helped organize the system. Another direction was promotion on social networks: Elena Andrianova began to use video content with expert commentary more actively, which increased audience engagement.

“There is now a clear trend towards the development of domestic tourism, and it is supported at the state level — people want to learn about the history of cities, to immerse themselves in Russian culture, and this demand comes not only from individual travelers but also from companies planning interesting leisure activities for their employees. I am glad that I can contribute to this great cause with the support of the city,” said Elena Andrianova.

The city support system allows entrepreneurs to choose solutions depending on the specific business tasks — from creating new directions or executing contracts to consultations, training, and implementing tools for configuring internal processes.

Support for entrepreneurs is carried out within the framework of the federal project “Small and Medium Enterprises and Support for Individual Entrepreneurial Initiative”, which is part of the national project “Efficient and Competitive Economy”, as well as the Mayor of Moscow’s strategy for supporting metropolitan entrepreneurship. State Budgetary Institution “Small Business of Moscow”, supervised by the capital’s Department of Entrepreneurship and Innovative Development, helps people to start and develop their own business in the capital. In business service centers, anyone can learn about financial and non-financial measures of state support.

Free educational and business events are held for entrepreneurs: forums, seminars, trainings, conferences that help to improve professional skills and find like-minded people.
