In Russia, large-scale work continues on the comprehensive development of urban and rural areas, which allows creating new points of attraction for residents and guests and supporting the local economy. Plans for the renovation of parks, streets, embankments, courtyard spaces, and waterfront areas are increasingly integrated into general urban planning concepts and future master plans. The federal project “Creating a Comfortable Urban Environment,” which has been part of the national project “Infrastructure for Life” since 2025, is changing the conceptual basis of landscaping: the focus is on comprehensive territorial-spatial transformations, increased social activity, and residents’ interest in places of attraction. This was reported by Deputy Prime Minister Marat Khusnullin.

“Comprehensive work on the improvement of settlements continues in the country. This is one of the most demanded areas for people – it is important that citizens see tangible changes and feel that life in their cities and villages is becoming more comfortable. The federal project ‘Formation of a Comfortable Urban Environment’, which in 2025 by the President’s decision was included in the national project ‘Infrastructure for Life’, has become one of the most effective and recognizable tools for improving the urban environment. Since last year, more than 10,000 public and yard spaces have been transformed, 274 projects – winners of the All-Russian competition for the best projects in creating a comfortable urban environment – have been implemented. Special attention is given to the reunified regions. Since 2025, 106 territories have been improved there as part of the national project, and 11 projects have been implemented based on the results of the All-Russian competition. Importantly, improvement also stimulates commercial activity: strengthening local production, developing small businesses, creating jobs. In particular, since the launch of the national project ‘Infrastructure for Life’, the implementation of projects – competition winners – has ensured the creation of over 4,000.””jobs across the country, 905 commercial establishments have opened in the renewed areas,” said Marat Khusnullin.

Each of the realized projects reveals in its own way the local identity and uniqueness of a particular region.

In Severobaikalsk, Republic of Buryatia, the “BAM History” park covering 1.5 hectares has been opened—an open-air museum: the route follows the bends of the mainline, with the central exhibits being an authentic track layer and dump trucks, including a “Magirus.” There is a stage, a children’s playground, lighting, and small architectural forms. This is the only open-air museum space where the history of the “construction of the century” is shown through construction machinery and installations.

The central park in Volzhsk, Republic of Mari El, has been improved as part of the “Re-park: new ecocultural center” project. The area is almost 64 hectares. It includes an amphitheater with a stage, children’s and sports zones (basketball, football, table tennis, exercise equipment), and pedestrian and bicycle paths have been laid.

In Almetyevsk, Republic of Tatarstan, the reservoir area has been transformed. Bike and running trails, sports grounds, picnic spots with grill zones, multi-level piers for fishing and yoga, docks for stand-up paddleboards and boats, and an eco-park with observation towers for bird watching have been created. Festivals, competitions, eco-events, and concerts are held here; cafes are opened, rentals provided, and instructor services offered.

A Medical Workers’ Square has been created in Tyumen. A cascade of open spaces has been formed, a sculptural composition on a podium has been installed, a drainage system with perforated pipes has been set up, trees and shrubs have been planted, and lighting highlighting the architectural dominant has been installed. The project has been included in the federal register of best practices and recommended to other regions.

“A comfortable city today is a space where attraction points are created, the economy develops, the cultural characteristics of the region are taken into account, and residents are engaged. This work is carried out within one of the most recognizable federal projects – ‘Formation of a Comfortable Urban Environment.’ To achieve the key indicators of the national project ‘Infrastructure for Life,’ we need to improve another 30 thousand public and courtyard spaces, as well as implement more than 1.6 thousand projects – winners of the all-Russian competition. These are very ambitious goals, but we are successfully moving towards achieving them,” emphasized Minister of Construction and Housing and Communal Services Irek Faizullin.

Despite the difficulties, work on the improvement of public spaces continues, including in the border and reunified regions. For example, in Gubkin, Belgorod Region, the “Gubkin – Forest Beach” project united 11 functional zones of the central square. A “Green Ring of the City” has been created on the city beach, featuring children’s and sports grounds, a stage, fishing piers, an amphitheater, and an eco-trail with tactile surfaces.

In Shchigry, Kursk region, a factory narrow-gauge railway with four stations – “Geology,” “History,” “Culture,” and “Technology” – was simulated on a 1-hectare area. In Kurchatov, on the Culture Square, a universal stage, sports ground, eco-culture zone, and a dry fountain without a basin featuring light dynamics and steam generators for 3D water holograms depicting the history of the city appeared.

In the Shakhtyorsk Park (DPR), nine functional zones have been created: a skate park, workout area, playground, places for recreation, commerce, cafes, an open stage, and also an art object dedicated to cosmonaut Georgy Beregovoy. In Donetsk, the Energetikov Park has been opened with a pump track, exercise equipment, table tennis tables, a play area, a memorial to energy workers, illuminated arches, and swings.
