Deputy Prime Minister Dmitry Chernyshenko greeted the participants of the State Council commission meeting on the direction “Tourism.” The event was held under the leadership of the Governor of Primorsky Krai, Chairman of the commission Oleg Kozhemyako, in the format of a videoconference.

Dmitry Chernyshenko thanked Oleg Kozhemyako and the participants of the meeting for their active involvement in the implementation of the national project “Tourism and Hospitality” and congratulated everyone on the recent World Tourism Day.

The Deputy Prime Minister presented data on tourist flow for the first eight months of this year: “The number of domestic trips from January to August 2026 amounted to 63.3 million. This is more than during the same period last year. In August, we also see an increase in the number of trips compared to the previous year — up to 10 million. The leaders in growth in tourist flow volume from January to August were the Moscow Region, Moscow, the Republic of Tatarstan, the Amur Region, and the Altai Republic. At the same time, 30% of tourist flow comes from travelers from Moscow and the Moscow Region.”

Dmitry Chernyshenko added that today within the framework of the preferential lending program, 340 projects totaling 1.6 trillion rubles are being implemented. Already, 46 hotels with more than 10 thousand rooms have been put into operation. The expanding infrastructure requires new personnel.

Starting September 1, 2026, check-in through the Max app will be mandatory at the guest’s request for hotels with more than 50 rooms. About 3,000 hotels in 82 regions are already connected to the service.

The Deputy Prime Minister reminded that in June 2027, the International Tourism Forum “Travel!” will be held for the seventh time at VDNKh in Moscow. He urged regions and organizations to submit their proposals for the forum’s program.

“It is necessary to develop modern sanatorium-resort and health-improving tourist products, including for our veterans, participants of the special military operation, and their family members. I note that a participant in the ‘Time of Heroes’ program is creating the project ‘My Own Path’,” said Dmitry Chernyshenko.

Oleg Kozhemyako noted that demand for spa and resort services is steadily growing, including from a younger and more affluent audience, including families with children.

“Ensuring growing demand during the modernization of existing facilities and the creation of new ones can only be achieved through the joint efforts of the owners of these facilities, regional and federal authorities,” emphasized Oleg Kozhemyako.

The meeting was also attended by Deputy Minister of Economic Development Dmitry Vakhrukov, representatives of the Ministry of Health, Ministry for the Development of the Russian Far East, Ministry of Digital Development, the state corporation Rosatom, regional authorities, industry associations, and the expert community.

Dmitry Vakhrukov spoke about the sectoral program to increase labor productivity in the tourism industry, developed on the instructions of the President of Russia. According to him, after a dynamic post-COVID recovery, the industry is entering a new phase of growth, where efficiency becomes the key resource.

“We see great potential for growth through increased productivity. This will allow us to remain competitive both in the market for tourist services and in the labor market, offering decent working conditions to qualified personnel,” said Dmitry Vakhrukov.

The program perimeter includes accommodation facilities, sanatoriums, amusement parks, tour operators, and travel agencies – nearly 30 thousand enterprises, about 300 thousand employees, and an annual income of approximately 2 trillion rubles. Growth points have been identified: targeted support covers 562 organizations, another 109 enterprises are receiving it this year, including 77 through regional competence centers. The industry competence center has already prepared 9 out of 15 planned boxed solutions, which are being implemented in 141 enterprises.

“The program, which only started this year, is already producing the first tangible results. We need to continue expanding the coverage and involve more enterprises in improving their own efficiency – this benefits not only the enterprises themselves but also the pace of industry development, and ultimately – our citizens,” noted the deputy minister.
