The Moscow Startup Summit has opened in the capital. It was attended by Moscow Mayor Sergey Sobyanin and the Chairman of the Board of Sberbank, Herman Gref. In the open discussion “Technology as a habit: what makes innovation part of the lives of millions?” they discussed the implementation of digital technologies and artificial intelligence in everyday human life, as well as support for startups by young developers.

“The city, from the perspective of digital technologies, is structured just like the management system within it. And each structure must develop constantly and dynamically. If one of them fails, another becomes less effective. They are very interconnected. Big city data is used everywhere: in the general population registry, social security, education, healthcare, traffic flows, urban planning, and so on,” noted Sergey Sobyanin.

The Mayor of Moscow cited the mos.ru ecosystem as an example, which unites all the capital’s information flows and technologies. Digital platforms have also been developed for Muscovites in the fields of healthcare, education, transport, and housing and communal services.

In addition, artificial intelligence technologies are actively used in Moscow. They are applied for the benefit of all city residents.

“Since 2020, the Moscow Innovation Cluster has been implementing a pilot testing program for innovations at urban, federal, and commercial sites. There are more than 300 sites in the city for trialing new developments, where 729 tests have been conducted. That is, before scaling a solution, we must obtain a concrete result — benefit for the person,” wrote the Mayor of Moscow on his channel on

Sergey Sobyanin noted that the use of artificial intelligence technologies in medicine is actively developing, particularly for reading images and diagnostics, but the final decision is made by the doctor.

“When it comes to human health, of course, we see how technologies are advancing in this field: providing suggestions to doctors, final diagnoses, image reading, and diagnostics. We read these images by the millions across the country and make diagnoses, but the final signature is made by the doctor,” stated the Mayor of Moscow.

The best services in the field of healthcare in the capital are being scaled up across the entire country. For example, the remote radiological study analysis platform “MosMedII” enables remote processing of studies conducted in the regions.

“With the help of AI, 1.4 million studies are processed monthly in Moscow, and thanks to the remote X-ray analysis platform ‘MosMedAI’, about 80% of them are attributed to the regions,” the Mayor of Moscow specified on his channel.

Artificial intelligence technologies are being implemented in the banking sector, including in the field of lending. This has become possible thanks to the training previously conducted for the use of neural networks.

“By the beginning of next year, 75 percent of loans to legal entities and 100 percent of loans to individuals will be issued using artificial intelligence without human involvement. And if we had not laid the foundations for developing the relevant technologies at the right time, we would not be able to do this today,” said Herman Gref.

The Chairman of the Management Board of Sberbank emphasized that many innovations would have been impossible without the infrastructure prepared by the capital, including data infrastructure.

“Everything we have done in medicine, we have done thanks to the fact that Moscow digitized a huge number of medical records. And we were able to train our models on anonymized data that you provided. This data is the only clean data we found in the country; it was in Moscow,” noted Herman Gref.

He also noted that the tools being created are entering the market and are quite competitive, which, in turn, makes the country competitive as a whole.

“Today, Moscow is a world leader in digital engagement of residents in the life of a metropolis. We implement more than 300 digital projects annually. 83% of Muscovites positively assess the impact of modern technologies on everyday life. Moscow’s digital services are a benchmark for many smart cities around the world,” added the Mayor of Moscow on his channel at

Startup support

Special attention in the capital is given to supporting young innovators and their developments. The Moscow Startup Summit and other thematic events held in the city are dedicated to this.

“A whole system of startup support has been created in Moscow, including corresponding technoparks, special zones, and so on. In turn, we have created venture capital systems that help invest and provide capital to startups at different stages,” said Herman Gref. “Today, entrepreneurs and leaders of the largest companies from the sectors in which these startups operate will be present here in order to interest these entrepreneurs in buying these startups, providing them with capital, and further developing them.”
