Construction of Israeli settlements in the occupied West Bank continues, settler violence has reached an “unprecedented” level, and the ceasefire regime in Gaza remains extremely fragile. This was reported on Monday to the UN Security Council by the Acting Special Coordinator for the Middle East Peace Process, Ramiz Alakbarov. He presented the Secretary-General’s latest report on the implementation of resolution 2334 (2016), covering the period from June 13 to September 18.

Resolution 2334 demands that Israel “immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem.” However, according to Alakbarov, during the reporting period Israeli planning authorities advanced or approved plans for the construction of nearly 4,570 housing units in Zone C of the West Bank and 3,515 in East Jerusalem. The Israeli Ministry of Housing announced tenders for nearly 2,240 housing units in Zone C, including 1,234 in the E1 area near Jerusalem.
The situation in Gaza and the West Bank

“The humanitarian situation in the Gaza Strip remains extremely severe. Despite the increase in food and hygiene supplies in recent months, the condition of the healthcare sector remains critical,” noted the Acting Special Coordinator. At the same time, the Israel Defense Forces, according to him, continued military operations to the west of the so-called “yellow line,” including daily airstrikes on densely populated areas.
Israeli security forces operations on the West Bank also continued.
“Violence by settlers has reached an unprecedented level – it is often carried out in the presence of Israeli forces,” said a UN representative.
During the reporting period, the UN recorded 630 attacks by settlers, resulting in the deaths of 11 Palestinians and injuries to 430 others, including 113 caused by Israeli forces. 343 Palestinians from 17 communities were forced to leave their homes.
Attacks by Palestinians on Israelis continued: on August 23, an Israeli was stabbed near Al-Auja close to Jericho.
In the report presented by Alakbarov, UN Secretary-General António Guterres strongly condemned the expansion of Israeli settlements and reiterated that all of them have no legal validity and constitute a flagrant violation of international law.
Guterres expressed deep concern about the scale of displacement of Palestinians in the West Bank, where entire communities have been forced to leave their homes, sometimes repeatedly. The Secretary-General called on Israel, as the occupying power, to protect the Palestinian population from attacks and intimidation, adding that attacks by Palestinians on Israelis must also stop, and all those responsible must be held accountable.
