“The competition ‘Moscow Procurement Leaders. Transformation’ became a platform for experts wishing to contribute to the development of the capital’s public procurement and to present their ideas for improving the city’s procurement system. More than a thousand applications were submitted to the competition from representatives of 40 executive bodies and over 300 subordinate institutions. Over six months, participants took tests, solved complex professional tasks, and developed initiatives to optimize procurement processes. Six specialists and nine teams reached the final. The winners were three individual participants and three teams who proposed the most promising projects for the development of the capital’s contracting system. The best of these solutions will be implemented in the contracting processes, which will help increase the efficiency of the city’s procurement system,” noted Maria Bagreeva.
Among the teams, the best was the national team Department of Capital Repairs of the City of Moscow “Prozakup,” in second place was the team from the capital Department of Health “Chestorg”, and the bronze was awarded to “DITox” from Department of Information Technology. All three winning places in the individual categories were taken by representatives Capital Repair Department.
“We have been holding the competition ‘Moscow Procurement Leaders. Transformation’ since 2025. This year, new formats were included in the program, among them in-person testing and project defense. The main evaluation criterion was the benefit of the proposed initiatives for optimizing actual procurement processes, including the development of the Unified Automated Information System of Moscow’s trading,” said the head of the Moscow City Department for Competitive Policy.
The organizers of the competition are Department of the City of Moscow for Competitive Policy and the Moscow Government Personnel Services Administration.
Competitions not only allow the assessment of participants’ skills but also help to form a professional community: creating an environment for experience exchange, recognition of achievements, and teamwork. To this end, experts included individual and team tasks in the program, within which contestants solved real professional cases, including in digital format, said Polina Loginova, head of the Personnel Services Department of the Moscow Government. In 2026, the department introduced a special nomination — “Team Mastery.” The best in this category was the team from the Traffic Management Center “Green Light.” An important evaluation criterion in this nomination was the participants’ understanding of their contribution to the future of the capital.
Moscow’s contract system consistently demonstrates high efficiency. The capital leads in National procurement transparency rating. Thanks to the standardization of procedures, the implementation of digital technologies, and the involvement of small businesses, cost savings are ensured at all stages of the Moscow public procurement process.
