The government temporarily exempts commercial facilities that have suffered damage as a result of attacks involving drones and other firepower means from inspections. The corresponding decree has been signed.

The decision takes effect from today and will be valid until October 1, 2027. The moratorium will apply to facilities that suffered damage as a result of attacks starting January 1, 2026. Scheduled inspections and a number of unscheduled control and supervisory activities will not be conducted on them.

“The decision is aimed at reducing the administrative burden on businesses and supporting enterprises that are currently restoring facilities affected by attacks. It is important that during this period their resources are focused primarily on recovery work, rather than on undergoing control procedures. At the same time, exceptions are provided for cases where inspections are necessary to ensure citizens’ safety. The moratorium on inspections will last for a year,” said Deputy Prime Minister – Head of the Government Office Dmitry Grigorenko.

Unscheduled inspections will only be possible at the request of the prosecutor’s office, directives from the President and the Government, as well as upon receipt of information that a business is causing harm to the life and health of citizens, state security, operates without notification of the start of entrepreneurial activity, or in the event of a threat of an emergency situation.

In addition, an inspection may be scheduled if the entrepreneur has reported that previously identified violations have been corrected and the inspector needs to verify this information. Currently, it is possible to conduct such verification remotely through a mobile application, without a visit to the site.

The possibility of conducting unscheduled inspections will remain for certain types of control: in the field of industrial safety (concerning hazardous production facilities of hazard class II), safety of hydraulic structures (concerning hydraulic structures of class II), transport security, education, and energy supervision.

Earlier, the Government had already introduced similar support measures. From 2022 until the end of 2024, a mechanism of temporary restrictions on conducting inspections was in effect in Russia.
