Service “Mospitomets” On the mos.ru portal, it became the winner of the Second All-Russian Award for Responsible Attitude Towards Animals. It was recognized as the best in the category “Digital and Technological Solutions.”
The service launched in October 2025. It was developed by the capital’s Department of Information Technology and Moscow urban infrastructure complex. The project’s goal is to help animals from urban and private shelters find a home, and for Muscovites to find a loyal friend. The electronic catalog “Mospitomtsa” already contains more than 1,700 animal profiles from 14 shelters. All pets are microchipped, vaccinated, and ready to move to a new home.
“Thanks to ‘Mospitomets,’ residents do not need to search for information on scattered websites or go to the shelter without prior preparation. In the service, you can study animal profiles in advance and schedule a meeting with a pet you like. The project’s recognition confirms that technologies are real help in solving current urban issues. The service makes the process of getting acquainted with animals simple and accessible, which helps find them a home faster. This is an important step in developing a responsible attitude towards pets in the capital,” said the press service of the Moscow City Department of Information Technology.
The “Mospitomets” service not only helps to find a pet from a shelter but also provides access to useful information. For example, with its help, users can learn more about support programs for homeless animals and volunteering opportunities in city shelters.
Filters are provided in the service for convenient search. You can specify the type of animal (cat or dog), as well as its sex, age, size, coat length, and color. In addition, users can take a short test consisting of six questions — it will take no more than two minutes and will help assess compatibility with different pets.
On each pet’s page, photographs, a description of its appearance and character traits, as well as the shelter’s contact information are posted. To meet the animal you like, you need to click the “Sign up” button and leave your details. Only authorized users of the mos.ru portal can do this. After that, a shelter employee will contact the applicant to arrange the date and time of the visit. The service will also automatically select profiles of other pets with similar characteristics.
If after getting acquainted the person decides to take the animal home, they will be asked to sign a responsible ownership agreement detailing the rights and obligations of the owner. Three days are given to make the final decision. This time is sufficient to weigh everything and prepare for the pet’s arrival in the family.
The award was presented to the service at the Second All-Russian Forum on Responsible Attitudes Towards Animals. The event was organized by the charitable foundation “Nika” and the Center for the Study of Animal Nutrition and Welfare. Representatives of government authorities, business, non-profit organizations, the scientific and expert community, the veterinary industry, and the media participated in the forum. Together, they discussed systemic measures for the protection and improvement of animal welfare.
The creation, development, and operation of e-government infrastructure, including the provision of mass socially significant services, as well as other services and electronic form services, correspond to the objectives of the national project “Data Economy and Digital Transformation of the State” and the regional project of the city of Moscow “Digital Government Administration.” More details about Russia’s national projects and the capital’s contribution can be found at special page.
