Russian Foreign Minister Sergey Lavrov, speaking at the general political debates of the 81st session of the UN General Assembly, stated that Moscow intends to achieve the declared goals of the “special military operation” in Ukraine. He accused European countries of trying to hinder the peaceful settlement, and also announced the start of work on the Eurasian Charter, which, according to its initiators’ concept, should contribute to the formation of a new security architecture on the continent.

Ukraine and relations with the West
Lavrov stated that European countries are trying to disrupt the prospects of peace negotiations on Ukraine, which, according to him, the administration of US President Donald Trump is also interested in. He accused the West of supplying weapons to Kyiv and assisting in strikes on civilian targets.
“Our struggle for truth and justice will be carried through to the end. The goals of the special military operation will be achieved, threats to Russia’s security eliminated, and peaceful life restored,” Lavrov stated.
The head of the Russian Ministry of Foreign Affairs also accused the Ukrainian authorities of restricting the use of the Russian language and once again raised the topic of ‘Ukrainian Nazism.’ In connection with the upcoming 80th anniversary of the conclusion of the Nuremberg Trials, he stated that its lessons ‘have not been learned by everyone.’

The Middle East and other conflicts
Speaking about the Middle East, Lavrov called for ensuring statehood for the Palestinian people based on UN resolutions. “If this continues, it will be impossible to create a Palestinian state. There simply won’t be any space left for it,” he said, referring to the expansion of Israeli settlements in the occupied West Bank.
Lavrov also condemned the capture of Venezuelan President Nicolas Maduro and his spouse and the killing of Iran’s supreme leader Ayatollah Ali Khamenei, calling these events manifestations of “forceful dictate.” Touching on the Balkans, he accused the European Union of pressuring Serbia over Kosovo and striving to get Belgrade to join sanctions against Russia.
Eurasian Charter
According to Lavrov, a lasting peace is possible only on the basis of the principle of equal and indivisible security. He criticized NATO, stating that the alliance is attempting to extend its influence beyond its traditional zone of responsibility, including Southeast and Northeast Asia.
Lavrov reported that Russia, Belarus, and other countries announced in New York the day before the start of work on the Eurasian Charter of Diversity and Multipolarity in the 21st century. He called on states to join in forming a “new pan-continental architecture of peace and development.”
Security Council, cybersecurity, and AI
Lavrov advocated for expanding the representation of Asia, Africa, and Latin America in the Security Council, supporting permanent membership for Brazil and India and broader representation of African countries. At the same time, he opposed additional seats for Germany and Japan, which, in his words, “have embarked on the path of militarization and revanchism.”
The head of the Russian Ministry of Foreign Affairs also noted the UN Convention against Cybercrime, initiated by Russia, opened for signature in Hanoi, and stated the central role of the UN in regulating artificial intelligence. He welcomed the Global Dialogue on AI Governance and mentioned the China-backed initiative supported by Moscow to create a World Organization for Cooperation in Artificial Intelligence.
Lavrov also welcomed the General Assembly’s decision to proclaim December 14 as the International Day for the Elimination of Colonialism in all its forms and manifestations, calling it an important step in the fight against neocolonial practices.
