Department of Information Technologies of the City of Moscow posted the full version of his own operating system (OS) on the open platform “Mos.Hub” “MosTech.OS”. This is a domestic solution that has been used for several years in schools and some agencies in the capital. Now users from all over Russia can install the operating system on their devices, and IT specialists can propose improvements for the further development of the project.

Proprietary technological platform “Mostekh” has been developing in the capital for several years. It includes more than 50 ecosystem solutions that form a unified digital environment across several areas — this includes a data center platform, cybersecurity solutions, a cloud platform for development called “Mos.Hub”, software for workplaces, and equipment under the proprietary brand “Mostech”. A key element of the latter is the operating system “MosTech.OS”, which is installed on laptops, all-in-ones, and interactive panels of the capital’s brand.

“The operating system ‘MosTech.OS’ is built on the Linux kernel and is suitable for all users: individuals, businesses, the public sector, education, and many others. During its development, we focused on user convenience—the interface and interaction principles resemble what they are accustomed to. As a result, our OS easily integrates into the existing infrastructure and does not require long adaptation. Now ‘MosTech.OS’ is available to users from any region of Russia, and IT specialists can not only use the ready-made solution but also propose their own improvements,” said Alexey Anisimov, Deputy Head of the Department of Information Technology of the City of Moscow.

For effective work in “MosTech.OS,” a service package is included, based on open-source solutions enhanced according to users’ needs. This includes the mail client “MosTech.Mail,” the office applications “MosTech.Office” for working with documents, spreadsheets, and presentations. They are compatible with popular file formats and support the government standard ODF. Additionally, “MosTech.Store” is available — a catalog of verified programs containing more than 150 applications. Among them are office and educational services, development solutions, IT tools, graphic and multimedia editors, as well as games and much more. Furthermore, the video conferencing service “MosTech.VCS” and the cloud storage system “MosTech.Cloud” are accessible.

Since July 21, 2026, “MosTech.OS” has been included in the list of software for internal use, created in accordance with Article 21 of the law “On the Status of the Capital of the Russian Federation” and within the framework of the procedure approved by the Russian Government Resolution No. 1936 dated 28.11.2025 “On the List of Russian Software for Electronic Computing Machines and Databases Developed and Used for Internal Needs by Russian Legal Entities.” Thus, “MosTech.OS” is officially recognized as import-substituting software and can be used at critical information infrastructure facilities and in state information systems.
