The Moscow Exchange and the Association of Managers have summed up the results of the first rating of the best compliance managers in Russia in the field of combating the unlawful use of insider information and market manipulation (PNIIM/MR). The project is presented within the framework of the Exchange Forum 2026 and is implemented with the support of the Bank of Russia and the National Research University Higher School of Economics.

The solemn award ceremony for the winners took place on September 25, 2026, as part of the annual HSE University conference on compliance issues. The laureates received personalized diplomas, and the first-place winner, Ilya Kuzmin (ALROSA JSC), was awarded the title “Best Compliance Manager 2026” and a special ranking statuette.

Laureates of the ranking of the best compliance managers in Russia in the field of PNIII/MR:

  • Azimova Maria Vitalyevna, PJSC Sovcombank;
  • Barakhnina Leyla Vladimirovna, PJSC “Renaissance Insurance Group”;
  • Vyakhirev Ivan Andreevich, JSC “Alfa-Bank”;
  • Kolpashchikov Alexander Yurievich, JSC “Finam”;
  • Kononenko Irina Nikolaevna, JSC “Alfa-Bank”;
  • Kravtsova Anastasia Nikolaevna, PJSC “MMC “NORILSK NICKEL”;
  • Kuzmin Ilya Alexandrovich, ALROSA PJSC;
  • Marina Leonidovna Litovtseva, Lamoda;
  • Pavel Andreevich Logvinov, PJSC “Moscow Exchange”;
  • Luchinsky Stanislav Igorevich, LLC “BCS Company”.

The ranking became one of the first professional tools for evaluating Russian managers and specialists responsible for developing compliance control systems and fostering a culture of responsible behavior in the financial market. The list of laureates included experts from the banking sector, insurance companies, trading enterprises, mining industry, and metallurgy who made a significant contribution to increasing market transparency.

The rating methodology is based on the principle “the best choose the best,” which the Managers Association has been implementing in the project “TOP-1000 Russian Managers” for over 25 years. The evaluation was conducted in three stages: application acceptance, expert online voting, and calculation of an integral score. The key criteria included the professional achievements of the candidates, completed projects, possession of relevant certificates, initiatives for developing compliance culture, as well as the absence of sanctions from the Bank of Russia for violating the requirements of Federal Law No. 224-FZ.

Irina Grekova, Senior Managing Director for Compliance and Business Ethics at the Moscow Exchange:

“The creation of the first ranking of the best compliance managers marks a new stage in the development of compliance culture in Russia. In the context of active regulatory development, especially within the framework of Federal Law No. 224-FZ, this ranking becomes an important tool and professional guideline for the entire market. That is why the Moscow Exchange, as the infrastructure, initiated and took leadership in creating this award. Our goal is to provide practical support to issuers and set a high standard in the large-scale and responsible work of building modern compliance systems that our colleagues will have to implement. This initiative is a natural step in our systematic work towards forming a transparent and sustainable financial market in Russia.”

Vyacheslav Evseev, Executive Director of the Association of Managers:

“In recent years, compliance has undergone a significant transformation: from a function of monitoring regulatory requirements it has become an important element of the corporate governance system. Today, the quality of compliance processes directly affects business stability, investor trust levels, and the overall development of the financial market. The rating aims to recognize those specialists who make a significant contribution to the development of compliance culture and set guidelines for the further improvement of this function in Russian companies.”
