In recent years, considering the economic situation and the conduct of the special military operation, Moscow has been actively participating in addressing federal tasks and supporting the regions. The city carries out this work at the request of the Ministry of Finance of the Russian Federation and by order of the President of Russia. This was stated by Sergey Sobyanin at the Moscow Financial Forum.
“This year we have reached a record volume level. I won’t shock you with these figures, but these are matters related to supporting participants of the special military operation and their families. This is a huge joint effort with the Aerospace Forces of Moscow’s air defense. These are issues related to supporting our brethren — Donetsk, Lugansk, Crimea, Sevastopol, dozens of other regions, including the Kursk, Belgorod, Bryansk regions, and so on,” noted the Mayor of Moscow.
Over the course of the year, the capital provided assistance to approximately 60 regions. In addition, by developing its own economy and social sphere, Moscow is actively strengthening the economic potential of the entire country, emphasized Sergei Sobyanin.
“We, developing the economy and social sphere — and the economy is very connected to the social sphere, to human capital, and so on — are seriously developing the country’s economic potential. Moreover, Moscow accounts for 23 percent of our country’s GDP. And every ruble invested in Moscow generates enormous synergy. Well, about the economy, it’s clear enough, purely from the budget, this year more than six trillion rubles will flow from Moscow’s territory to the Russian Federation. This is a serious matter, given that whereas in 2010 we had a 60 to 40 ratio in favor of Moscow, now it is 40 to 60 in favor of the Russian Federation. That is, there has been a fundamental shift in interbudgetary relations in favor of the Russian Federation,” noted the Mayor of Moscow.
The modern economy differs from the economy of an industrial country in the 1940s: about 70 percent is accounted for by the service sector. To maintain such a model, it is necessary to ensure a full-fledged life in the country. This creates conditions for economic development, revenues to federal and regional budgets, and technological improvements. Moreover, the state of the economy affects political and ideological stability.
“Therefore, our main task is not simply to find money, loans, and so on today. Today, our task is to ensure the further full development of the country’s economy,” said Sergey Sobyanin.
Digitalization of public administration, finance, and other sectors has become a separate topic. Moscow has long been engaged in the development of this direction. Moreover, this is not only about individual technological solutions in enterprises, but also about the use of artificial intelligence in city management and finances.
“If the management processes themselves are not optimized, simplified, and structured, then overlaying digitalization onto unstructured management leads to complete chaos. To a total halt of everything. You know very well how all this happens with the electronic budget,” noted the Mayor of Moscow.
According to him, if the financial structure, decision-making system, and postings are not optimized, it is impossible to create an effectively functioning electronic budget. First, the entire system must be built and organized, and only then implement digital solutions. Only after that will the technologies provide the necessary result.
The next stage is the application of artificial intelligence. Today, almost all urban sectors of Moscow are connected with digital solutions and artificial intelligence. An intelligent traffic light and traffic management system operates on the roads, and violations of rules are recorded automatically.
Another example is “Moscow Electronic School“, which is used today by 25 percent of the country’s students. This is a joint project with the Ministry of Education of the Russian Federation and the Ministry of Digital Development of Russia. Artificial intelligence systems help teachers select content, organize the educational process, personalize learning, and customize programs for schoolchildren. In addition, there are digital tutors for mathematics and physics, and the application of technologies continues to expand.
“This allows Moscow to be one of the best educational systems in the world. Healthcare as well. This is the primary diagnosis, the final diagnosis, this is the prognosis of future illness, this is treatment, an electronic medical record in which billions of units of information are already accumulated, and so on and so forth. This is a system connected with reading X-ray images, which today are used to make millions of diagnoses not only for Muscovites but also for residents across the country,” added the Mayor of Moscow.
