Since 2018, more than 5 million families have received support to improve their housing conditions through programs operated by DOM.RF. This was reported by Marat Khusnullin, Deputy Prime Minister and head of the company’s supervisory board.
“Comfortable housing conditions are key to the well-being of citizens and the sustainable development of the country. That is why the state implements a range of support measures, including preferential mortgage programs and payments for mortgage repayment for large families. The operator of these programs is DOM.RF. Thanks to the measures taken, more than 5 million families have improved their housing conditions to date. The most in-demand is family mortgage—it has been used by more than 2 million families with children, which accounts for 52% of the total volume issued. In addition, concessional mortgages, which ended in 2024, have contributed. Support is also provided through Far Eastern and Arctic mortgages, as well as mortgages for IT specialists. More than 1 million large families have received payments for mortgage repayment,” said Marat Khusnullin.
The Deputy Prime Minister added that preferential programs for purchasing housing are most in demand in Moscow, the Moscow region, Krasnodar Krai, Saint Petersburg, Sverdlovsk Oblast, Tyumen Oblast, the republics of Tatarstan, Bashkortostan, Rostov Oblast, and Novosibirsk Oblast.
“With the birth of children, a family’s need for more spacious and comfortable housing naturally grows. Measures of state support, operated by “DOM.RF,” help to resolve housing issues. During the period of preferential mortgage programs, more than 4 million families have been able to purchase an apartment or build their own house. Importantly, these measures also have a demographic effect. According to our estimates, after receiving support, more than 1 million children have been born in these families,” noted Vitaly Mutko, CEO of “DOM.RF.”
Earlier, the Chairman of the Government, Mikhail Mishustin, signed an order allocating 157 billion rubles for subsidizing preferential mortgage programs. Of the total amount, nearly 66 billion rubles will be directed to subsidizing family mortgages, about 6 billion rubles are intended for the implementation of Far Eastern and Arctic mortgages, and approximately 85 billion rubles will be allocated to subsidize the interest rate on previously issued loans under the preferential mortgage program.
