Decisions made at the Government meeting on September 17, 2026:
1. On the draft federal law “On Amendments to Article 16 of the Federal Law ‘On the Investigative Committee of the Russian Federation'”
The bill is aimed at ensuring a unified approach to personnel matters within the Investigative Committee system and improving the procedures for joining the investigative bodies and institutions of the Investigative Committee.

4. On the allocation to the Ministry of Finance of Russia in 2026 from the Reserve Fund of the Government of the Russian Federation of budgetary appropriations for providing subsidies to the public joint-stock company “DOM.RF” in the form of contributions to assets that do not increase its authorized capital, for the purpose of compensating credit and other organizations for lost income on housing (mortgage) loans (credits) granted to citizens of the Russian Federation.

To approve the draft order of the Government of the Russian Federation on this issue.
5. On the draft federal law “On amending Article 8 of the Federal Law ‘On social guarantees for employees of certain federal executive bodies and on amendments to certain legislative acts of the Russian Federation'”
The bill is aimed at improving the legal regulation of issues related to providing residential premises from the specialized housing stock.
Government Decision:
Approve the draft federal law “On Amendments to Article 8 of the Federal Law ‘On Social Guarantees for Employees of Certain Federal Executive Authorities and on Amendments to Certain Legislative Acts of the Russian Federation'” and submit it to the State Duma in the prescribed manner.
6. On the draft federal law “On Amendments to Articles 284 and 427 of Part Two of the Tax Code of the Russian Federation”
The bill is aimed at supporting Russian organizations engaged in the production and distribution of their own animated audiovisual products.

7. On the draft federal law “On Amendments to the Federal Law ‘On Automobile Roads and Road Activities in the Russian Federation and on Amendments to Certain Legislative Acts of the Russian Federation’ and the Federal Law ‘On the State Company ‘Russian Highways’ and on Amendments to Certain Legislative Acts of the Russian Federation'”
The bill is aimed at improving the regulations governing the placement of road service facilities (including mobile ones) along highways, including as part of multifunctional road service zones.

8. On amendments to the order of the Government of the Russian Federation dated January 22, 2026 No. 62-r(in the part concerning the increase by the Ministry of Construction of Russia in 2026 of the volume of budgetary appropriations through the redistribution of funds reserved in the federal budget for providing subsidies to support measures to ensure the balanced budgets of the Donetsk People’s Republic, Luhansk People’s Republic, Zaporizhzhia Oblast, and Kherson Oblast for the purpose of pension provision for citizens residing in the territories of the mentioned subjects of the Russian Federation)

Adopt the draft order of the Government of the Russian Federation on this issue.
