The government has updated the Strategy for the Development of the Customs Service until 2030.

Reducing the inspection time of freight road transport at border crossing points, further development of electronic goods declaration, the launch of an updated automated information system for customs authorities — these and other tasks are reflected in the updated Strategy for the Development of the Customs Service until 2030. The order approving this document was signed by the Chairman of the Government, Mikhail Mishustin.

The main goal of the changes is the continuation of comprehensive work on modernizing the customs sector. One of its priority directions is reducing the inspection time of cargo road transport at border crossing points from the current 50–35 minutes to 10 minutes. Achieving this result is planned partly through the digitalization of control processes. The corresponding technical control means — electronic inspection systems and X-ray image analysis — will become part of advanced models of road, sea, rail, and air border crossing points. Starting from January 1, 2027, such advanced models will be used as the standard for the construction, modernization, and reconstruction of crossing points.

Another mechanism for optimizing the execution of customs operations is the use of pre-declarations on goods submitted during customs control at vehicle checkpoints.

The increase in electronic goods declaration is expected to be achieved through the improvement of the distribution network of electronic declaration centers.

Another crucial task remains achieving “digital maturity” in customs administration. This will be facilitated, among other things, by the launch of an updated customs authorities’ information system. It will, in particular, ensure the automation of customs operations and allow for improved management of the internal processes of customs authorities.

The development strategy of the customs service until 2030 was approved by the Government in May 2020. Its main target indicator remains the increase of the share of automated customs operations to 100% by 2030.
