Beijing, September 17 /Xinhua/ — China has exceeded its reduction targets for ozone-depleting substances in accordance with the Kigali Amendment. The total phased elimination volume accounted for more than half of the corresponding figures of all developing countries, said Xu Bijiu, Deputy Minister of Ecology and Environment of the PRC, on Wednesday.

Since joining the Montreal Protocol, China has phased out about 720,000 tons of ozone-depleting substances, which accounts for more than half of the total amount phased out by developing countries worldwide, noted Xu Bijiu.

The Deputy Minister made this statement at a meeting in Beijing dedicated to the 10th anniversary of the adoption of the Kigali Amendment to the Montreal Protocol on Substances that Deplete the Ozone Layer and the International Ozone Layer Protection Day 2026.

Ten years ago, the international community adopted the Kigali Amendment to the Montreal Protocol, under which hydrofluorocarbons (HFCs) — greenhouse gases other than carbon dioxide — are regulated by the treaty. It is expected that full implementation of the amendment will prevent global warming by 0.5 degrees Celsius by the end of this century.

China joined the Montreal Protocol on substances that deplete the ozone layer in 1991, and adopted the Kigali Amendment in 2021, committing to freeze the production and consumption of HFCs at the baseline level starting in 2024, with subsequent gradual reduction as specified in the amendment.

Since the adoption of the Kigali Amendment, China has strictly controlled the production and use of HFCs, reducing production by more than 1.185 billion tons and usage by 759 million tons in carbon dioxide equivalent compared to baseline levels, said Xu Bijiu.

Last year, the ministry actively promoted compliance measures, improved the management system of the entire chain, strictly controlled the issuance of permits for import and export, and also facilitated the adoption of green and low-carbon alternatives, he added.

In the future, China will continue to improve licensing management, enhance regulatory efficiency, accelerate the advancement of alternative technologies, and intensify compliance efforts during the 15th Five-Year Plan period (2026-2030), concluded the deputy minister. -0-
