On September 16, more than 200 representatives of educational institutions and research organizations from across the country gathered at GUE for participation in the international track of the “Academic Reserve” program.
At the introductory session “Modern Priorities of International Cooperation in Russian Science and Education,” attendees were informed about the main goals of the training, reminded of the importance of joint work to improve the quality of interaction with foreign representatives, and highlighted the key challenges of the present time.
Deputy Minister of Science and Higher Education Konstantin Mogilevsky emphasized that it is important to increase not only the number of foreign students but also their quality.
“This is the second time we meet within the walls of the State University of Management on the ‘Academic Reserve: International Track’ program, and we can already call it a tradition. We have three days not only to convey the ministry’s position on certain areas, but also to hear your opinions, evaluate the practices being applied, and get to know one another. We will need to discuss key issues of international activities and develop strategic development plans for our organizations,” said the deputy minister.
Konstantin Mogilevskiy noted the growth of interaction with China and Vietnam, the importance of Central Asian countries, BRICS, EAEU, emphasizing that the countries of the former USSR will always remain a priority and cooperation with Slavic universities should be developed. The Deputy Minister also touched upon issues of motivating foreign students, supporting foreign graduates, and the work of recruiting agencies in his speech.
The next to speak was the Deputy Chairman of the Federation Council, Konstantin Kosachev, who elaborated on the plans to develop the BRICS countries’ university ranking and supported the need to establish the work of recruitment agencies.
“Until recently, the work of such offices was almost unregulated, which led to unpleasant situations. I am glad that the Ministry of Education and Science decided to take charge of this. I want to remind those gathered that your work is important not only to you and your universities but to the entire country,” concluded Konstantin Kosachev.
Chairman of the State Duma Committee on Science and Higher Education Sergey Kabyshyev emphasized the role of international educational and scientific cooperation and called to defend one’s interests.
“Higher education and science are the foundation of Russia’s sovereignty and the main source of our victories. The interest of foreign citizens in Russian education is growing, and our task is not to miss the moment and to establish contacts for further development. I want to highlight three main tasks facing international cooperation: technological leadership, national identity, and strengthening our own potential,” noted Sergey Kabyshev.
Alexey Vedyev, Director of the Macroeconomic Policy Department of the Eurasian Economic Commission, emphasized the importance of a team approach, to the formation and development of which the educational module is dedicated, while Robert Fedorov, Acting Director of the Department of International Cooperation of the Ministry of Education and Science of Russia, spoke about the practical aspects of the work of universities’ international departments and urged to always stay in touch and not be afraid to ask questions.
After the theoretical part and expert reports, the participants began group work. Over the course of three days, representatives of universities and research organizations will develop international activity strategies for universities and research institutes, attend trainings and master classes, and become acquainted with the best management practices using RUDN University and IMEMO RAS as examples.
On September 18, the first in-person module of the program “Managing International Activities in the Academic Environment: A Team Approach” will conclude, after which participants will continue their training remotely until November. In November, they will meet again to present the strategies for the development of international activities developed within the program.
Let us recall that the training under the “Academic Reserve: International Track” program was conducted within the walls of the State University of Management (GUU) and in 2025, becoming the successor to the program for systematic training of the reserve of managerial personnel for higher education organizations and scientific organizations “Academic Reserve,” which was started at GUU in 2022.
