The comprehensive territorial development mechanism is one of the key tools for renewing the urban environment and creating modern residential neighborhoods with the necessary infrastructure. In the Southern Federal District, 129 CRT projects are in active implementation, with a total of 159 in development. This was reported by Deputy Prime Minister and Southern Federal District supervisor Marat Khusnullin.
“The Southern Federal District is a strategic direction for the country. It is an agricultural and logistics center, as well as the main resort area of Russia with great tourist potential. The sustainable development of these regions largely affects both the economy and the quality of life of millions of people. Therefore, special attention must be paid to issues of housing construction and infrastructure creation. The CRT mechanism allows these tasks to be addressed comprehensively within the framework of the national project ‘Infrastructure for Life.’ Currently, 159 territories covering 5.6 thousand hectares are being developed in the SFD. Their urban planning potential is 41 million square meters of real estate, including 29.6 million square meters of housing. Practical implementation of projects has begun on 129 sites: this is almost 4.6 thousand hectares with a potential of 36.7 million square meters, of which 26.1 million square meters are housing. Integrated territorial development is also an effective tool in addressing the socially significant task of eliminating uninhabitable housing. Within the CRT boundaries in the Southern Federal District, 39.6 thousand square meters of emergency housing are to be resettled. Despite the difficult situation, this work cannot be stopped, the pace must be maintained,” said Marat Khusnullin.
Earlier, regions gained the opportunity to receive federal funding for comprehensive territorial development projects that include infrastructure creation. For example, in Elista of the Republic of Kalmykia, within this program, intra-quarter driveways and sidewalks were built, as well as distribution networks for water supply and drainage; road pavement is planned. In the Republic of Adygea, in the village of Novaya Adygea, a preschool educational institution for 280 places is being constructed under the CRT project. In the Republic of Crimea, a kindergarten is being erected in the village of Ana-Yurt, Trudovskoye rural settlement. In Sevastopol, the construction of an outpatient and polyclinic complex with 320 visits per shift is planned.
“We have fundamentally shifted from point construction to comprehensive territorial development – this means that instead of building a single house, a whole modern neighborhood is built with kindergartens, schools, parks, and roads. For residents, this means that when you move into new housing, you immediately get a ready-made environment with jobs, services, and landscaping. To date, the volume of completed area in the Southern Federal District within the framework of KRT is 885.98 thousand square meters, of which housing accounts for 719.6 thousand square meters,” noted Alexander Lomakin, First Deputy Minister of Construction and Housing and Utilities.
When resettling emergency housing under the CRT, developers may receive partial compensation for expenses from the program operator – the Territorial Development Fund.
“Currently, the resettlement of uninhabitable housing stock under the KRT is being carried out in 37 regions of Russia. Thanks to this, 465.7 thousand square meters of emergency and dilapidated housing have been resettled across the country. And this work continues under the national project ‘Infrastructure for Life.’ In total, with the help of this tool, 889.3 thousand square meters of emergency housing stock are subject to resettlement,” emphasized the General Director of the Territorial Development Fund, Vasily Kupyzin.
Currently, 1,500 CRT projects are in the active phase of implementation in 81 regions of Russia, covering an area of 30.9 thousand hectares. Their urban development potential is estimated at 227.8 million square meters, of which 170.7 million square meters is residential area.
