Sergey Sobyanin presented awards of the city of Moscow to medical workers of clinics providing medical assistance as part of mobile multidisciplinary teams to residents of the Donetsk People’s Republic (DPR) and the Luhansk People’s Republic (LPR). For their highly professional and selfless work, they were awarded the honorary badge “Honored Doctor of the City of Moscow” and the title “Honored Medical Worker of the City of Moscow.”
“Thanks to the doctors of the Moscow clinics, which have become, just like during World War II, the main hospital of our country. Thousands of our fighters receive quality care in federal and Moscow clinics. They receive a full course of rehabilitation and prosthetics at the largest Moscow center, which also provides assistance not only to Muscovites but to all the guys from any regions who found themselves in this situation. Thank you very much, I congratulate you on your well-deserved awards,” noted Sergey Sobyanin.
Among the awardees are doctors, nurses, and paramedics from the D.D. Pletnev City Clinical Hospital (GKB), O.M. Filatov City Clinical Hospital No. 15, L.A. Vorokhobov City Clinical Hospital No. 67, F.I. Inozemtsev City Clinical Hospital, V.V. Veresaev City Clinical Hospital, Moscow Multidisciplinary Clinical Center “Kommunarka,” N.V. Sklifosovsky Research Institute of Emergency Care, the Research Institute of Urgent Pediatric Surgery and Traumatology — Dr. Roshal’s Clinic, and the Moscow Territorial Scientific-Practical Center of Disaster Medicine (CEMP).
Mikhail Davydov, an anesthesiologist-resuscitator at the Research Institute of Emergency Pediatric Surgery and Traumatology — Dr. Roshal’s Clinic, expressed gratitude for the high appreciation of medical workers’ efforts.
“When we left for there, we were given the task to simply do our job well. And this award, I believe, is an indicator that we completed the task,” noted Mikhail Davydov.
Artashes Sargsyan, a maxillofacial surgeon at the F.I. Inozemtsev City Clinical Hospital, on behalf of the medical community of Moscow and colleagues in the new territories, expressed gratitude for the opportunity to go on business trips.
“The result of our work is that in the new territories we provide highly qualified medical care whenever possible, bringing in all innovations and all achievements of Moscow’s healthcare,” said Artashes Sargsyan.
Cardiovascular surgeon of the D.D. Pletnev City Clinical Hospital Ivan Korotkov thanked the Mayor of Moscow and the city for the trust given and noted that the award became a recognition of the work of rank-and-file doctors. According to him, colleagues working in the new territories are highly skilled specialists and masters of their craft.
Neurosurgeon Ivan Gaevy from the Research Institute of Pediatric Emergency Surgery and Traumatology thanked the city administration, teachers, and family members.
“Experience in conditions like those of our new territories is doubly valuable, and it is especially valuable because it involves working with children. Children are our future, and they need help many times more than everyone else,” emphasized Ivan Gaevy.
Nurlan Tagaev, a doctor in radiendovascular diagnostics and treatment at City Clinical Hospital No. 15 named after O.M. Filatov, expressed gratitude for the high appreciation of his work. He also thanked his colleagues from the fifteenth city hospital, Lugansk Republican Clinical Hospital, and the M.I. Kalinin Republican Clinical Hospital.
Since 2022, more than 520 medical workers in Moscow have been awarded state, city, and departmental honors for their work in hot spots.
Provision of medical care in the new regions of Russia
In 2022, Moscow came to the aid of the population of Donbas by taking on a significant portion of providing medical assistance in the Donetsk and Luhansk People’s Republics. Since that time, multidisciplinary teams of doctors and nursing staff from leading medical organizations in the city of Moscow have been working in the DPR and LPR. The teams include anesthesiologists-resuscitators, surgeons, neurosurgeons, cardiovascular and endovascular surgeons, trauma orthopedists, ophthalmologists, and other specialist doctors. The medical personnel work on a two-week rotational schedule.

In 2022–2023, teams of specialists were established to conduct preventive examinations of children in the LPR. During their visits, medical professionals examined more than 11,300 young patients and, if necessary, provided recommendations for further examination and treatment.
In addition, Moscow provided support in the design, opening, and operation of several medical institutions in the DPR and LPR. Among them are the Donetsk Republican Perinatal Center named after Professor V.K. Chayka, Lugansk City Polyclinic No. 12, and the Diagnostic Center of the Republican Clinical Hospital named after M.I. Kalinin in Donetsk.
Thanks to the joint work of metropolitan experts, doctors, and local specialists, elements of Moscow’s medical care standards are being implemented in medical institutions of Donbas, both in outpatient and inpatient settings. This significantly improves the level of medical services in the new regions.
As humanitarian aid, 1.72 million packages of medicines, 6.87 million units of consumables, 5,200 medical devices, and 6,800 non-medical units were delivered to the new regions.

Moscow Medicine — to the Regions of Russia
In 2024, by order of the President of Russia, a digital platform called “MosMedAI” was created in Moscow, which gave medical organizations across the country access to remote analysis of radiological studies using artificial intelligence services. In less than three years, more than 18 million studies have been processed across Russia using this platform.
Currently, the Moscow platform is used by 2,500 medical organizations from 75 regions of the country, as well as a number of federal medical centers, including the Federal Medical-Biological Agency, the V.A. Almazov National Medical Research Center.
1.4 million studies are processed monthly in Moscow, of which 1.1 million (about 80 percent) come from other subjects of the Russian Federation. It is estimated that this accounts for 25 percent of all images performed in the country.
Among the leaders in the number of studies are Krasnodar Krai (1.7 million), Voronezh Oblast (1.4 million), Chelyabinsk Oblast (1.3 million), Krasnoyarsk Krai (1.1 million), Moscow and Tyumen Oblasts (one million each), Samara Oblast (684 thousand), Nizhny Novgorod Oblast (644 thousand), Kaliningrad Oblast (590 thousand), Bashkortostan (560 thousand), Altai Krai (492 thousand), Lipetsk Oblast (481 thousand).
The MosMedAI platform offers a total of 18 artificial intelligence-based services to regions for the interpretation (decoding) of computed tomography scans, X-rays, fluorograms, and mammograms. Most of these are comprehensive and capable of detecting up to 14 different pathologies in a single image.
Among them are diagnostic services for socially significant and common diseases and conditions such as ischemic heart disease, ischemic stroke, intracerebral hemorrhage, pneumothorax, malignant lung tumors, pulmonary emphysema, focal shadows in the chest, breast cancer, rib fractures, aortic aneurysm, and others.
The connection of medical organizations from various Russian regions is carried out through a single access point. The platform is free of charge. The local healthcare authority can independently choose which AI services to connect in its region.
The use of the “MosMedAI” platform is becoming as simple, convenient, and efficient as possible for regional medical institutions. The operating principle is as follows: regions send an image, and they receive a preliminary conclusion indicating the diagnosis. Most images are processed within five minutes.
