Haikou, September 14 /Xinhua/ — More than 31,000 people have been evacuated from high-risk areas in Hainan Province /South China/ due to continuous heavy rainfall that has struck some parts of the island.
According to the data from the Committee for Disaster Prevention, Mitigation, and Assistance to Victims of Hainan Province, as of 19:50 on Sunday, 31,564 people have been relocated, and no reports of any major disasters have been received.
From 8 a.m. Friday to 4 p.m. Sunday, more than 300 mm of precipitation fell in 24 townships and settlements across six cities and counties, including Wanning, Lingshui, and Qionghai. In particular, the Changfeng settlement in Wanning city recorded the highest precipitation amount – 452.1 mm.
At 11:00 on Sunday, the aforementioned committee of Hainan Province elevated the flood emergency response level to 2. As of 19:00, the city of Wanning implemented a level 1 emergency response, which is the highest in the four-tier emergency response system. At the same time, level 2 emergency responses were initiated in cities and counties such as Qionghai, Qiongzhong, Wuzhishan, Baoting, and Lingshui.
In six cities and counties, school classes were also suspended, and in eight cities and counties, some tourist attractions were closed. Authorities also introduced measures to restrict traffic on the affected sections of the roads.
Fire and rescue teams were pre-positioned in key areas, and additional personnel and drainage equipment were dispatched to Wanning, Qionghai, and Lingshui. Energy and telecommunications departments also prepared equipment and materials for emergency repairs.
On Saturday, the Ministry of Water Resources of China and the China Meteorological Administration jointly issued a “blue” level warning regarding possible floods in mountainous areas in some parts of the southeastern region of Hainan province. Additionally, the authorities also announced a “yellow” level warning concerning potential geological disasters in certain areas of the southeastern region of Hainan province.
Local authorities stated that they are closely monitoring precipitation and hydrological conditions, regulating reservoir operations, and taking measures to prevent floods, urban area inundation, geological disasters, as well as flooding of roads and bridges.
