The Bank of Russia added to anonymous reporting service a new capability – to report on people who actually control a financial organization but do not hold official positions.
Shadow leaders are people who can actually make decisions in a bank, insurance company, or other financial organization, but are not formally listed in the management, for example:
- advisors or assistants who practically give all the instructions;
- persons acting under a power of attorney and using it to control the organization;
- those who can coerce the official leadership into certain actions.
The applicant’s anonymity is guaranteed: the Bank of Russia does not request personal data and ensures confidentiality.
