Specialists from the Moscow General Plan Institute have developed a master plan for Gorno-Altaysk. This has become an example of successful interregional cooperation. The capital transfers professional, analytical, and methodological competencies in comprehensive urban planning to other subjects of the Russian Federation. A master plan is a strategic document that sets a comprehensive vision for the future development of a territory: a city, district, or agglomeration. The master plan of Gorno-Altaysk, prepared by the Moscow General Plan Institute with the support of the housing sector development financial institution “Dom.rf,” has been approved by the city administration and the Government of the Altai Republic. This comprehensive document defines the spatial and socio-economic development of the regional capital until 2035.
“The master plan for Gorno-Altaysk provides for the creation of 7,100 jobs, the construction of 10 schools, 13 preschool institutions, and eight facilities for higher and additional education, as well as the modernization of communal and transportation infrastructure. The basis of this strategic urban development document is the principle of compact territory development without losing identity. We proposed to form five new urban centers, renovate established districts, and unlock the recreational potential of Mount Tugai and the Mayma River. Economic growth is expected to be ensured, among other things, through education, restorative medicine, pharmaceuticals, and creative industries—sectors with high added value,” noted Vladimir Efimov.
Gorno-Altaysk is the administrative center of the Altai Republic and the gateway to a major tourist cluster. At the same time, the city is located in an intermountain basin, with about half of its territory covered by forests. These limitations have required a compact development model, a careful attitude toward the natural framework, and cultural identity.
“Moscow has accumulated serious expertise in comprehensive territorial planning and is ready to share it with the regions. In the master plan of Gorno-Altaysk, metropolitan specialists combined the development of housing, transport, engineering, and social infrastructure with the economic priorities of the city. The document includes 10 priority projects and specific mechanisms for their implementation. This approach helps to move from separate initiatives to a single coherent development program until 2035,” added the Minister of the Moscow Government, head of the Moscow Department of Urban Policy.
According to the target scenario, by 2035 the population of Gorno-Altaysk will increase from 64.5 to 77.9 thousand people, and the number of employed persons will rise from 30.2 to 37.3 thousand. The housing stock will expand to 2.96 million square meters, including through the construction of about 1.25 million square meters of new housing.
The list of priority initiatives includes a tourist and recreational cluster at the foot of Mount Tugaya, a creative industries cluster, a museum quarter, the Mezhdurechye aquathermal complex, as well as the projects “Northern City” and “Elanda Tract.”
