Since 2022, using infrastructure budgetary, special treasury and treasury infrastructure loans, concessional loans from the National Welfare Fund, and support from the federal budget, Russia has renovated and constructed 910 facilities in the water supply sector, including laying about 3 thousand km of networks, Deputy Prime Minister Marat Khusnullin reported. “Modernization of water supply systems is one of the foundations of people’s quality of life. The health of citizens, living comfort, and the stable operation of the entire social and economic infrastructure, especially during the autumn-winter period, directly depend on how reliably and continuously clean water is supplied to homes, hospitals, schools, kindergartens, and enterprises. Outdated networks and facilities not only cause a high level of accidents and resource losses, but also pose serious risks to consumers. That is why the modernization of this sector is under constant supervision; the issue is discussed with all governors and sectoral departments during weekly meetings of the Government Commission’s Regional Development Headquarters. The work is carried out comprehensively, including the approval of effective federal support tools for regions. Thus, since 2022, with the participation of the FRT, 910 facilities have been modernized, including about 3,000 km of networks. This ensures stable water supply for millions of people, reduces accidents at facilities, and creates conditions for further territorial development. The work on modernizing the country’s housing and communal services is being overseen by the Ministry of Construction.
“Undoubtedly, the wellbeing of every person depends on quality public utilities, especially water supply. Therefore, great attention is paid to the modernization of water supply infrastructure. For example, in Udmurtia, pump stations have been reconstructed; in Yakutia, a water supply complex in the city of Neryungri has been put into operation; the second lift station of the Omulin water intake was reconstructed; two clean water reservoirs were built at the Upper Neryungrinsky water intake. In the Lipetsk region, the second lift station of the South Lavsky water intake was reconstructed. And these are just some examples of all the work done,” said Alexander Lomakin, First Deputy Minister of Construction and Housing and Communal Services.
With federal budget support, 601 water supply facilities have been modernized, including 1.8 thousand km of networks. In the Smolensk region, a water intake facility in the settlement of Przhevalskoye with a capacity of 34.7 thousand cubic meters per day, a water treatment station and water supply networks in the village of Koshchino with a capacity of 0.96 thousand cubic meters per day, as well as a water treatment station in the village of Dukhovskoy with a capacity of 0.06 thousand cubic meters per day have been commissioned.
“Experts from the FRT regularly monitor the implementation of projects for the modernization of housing and communal services in the regions, including water supply aspects. Work in this area is prioritized because water supply is essential for daily life and comfortable living. For example, only through infrastructure loans, 128 facilities and activities have been completed across Russia, including 656.8 km of networks. The leaders in the number of commissioned facilities are the Astrakhan Region – 28, the Chechen Republic – 18, and Bashkortostan – 14. In terms of network length, the leaders are the Chechen Republic – 249 km, North Ossetia – Alania – 113.1 km, and the Omsk Region – 48 km,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
Thanks to infrastructure loans, a water supply system has been built in Tatarstan for the territories adjacent to the Kazan–Zelenodolsk route (“Greater Zelenodolsk”), with a length of 14.5 km. In the Chechen Republic, a water pipeline 28.8 km long has been constructed in the Achkhoy-Martanovsky district.
