Moscow continues to consistently expand its industrial infrastructure, creating new opportunities for employment and professional development of skilled specialists. One of the most effective tools is large-scale investment projects (MAIP), within which more than 57 thousand new jobs will be created. This was reported by Maxim Liksutov, Deputy Mayor of Moscow for Transport and Industry.

“By the order of Sergey Sobyanin, the capital is forming a new generation industry, where modern technologies are combined with high environmental standards and create broad opportunities for professional development. New enterprises become points of attraction for engineers, technologists, designers, operators of automated lines, and other qualified specialists. The mechanism of large-scale investment projects plays a significant role in the opening of such productions. Today, more than 100 industrial MaIP projects have been approved for implementation in Moscow,” added Maxim Liksutov.

Large-scale investment projects have been implemented in the capital since 2016. They are one of the key tools for the development of the city’s economy. Thanks to them, investors have the opportunity to develop industrial, social, and commercial facilities under preferential conditions with commitments to create new jobs.

“Over more than 10 years, the city has leased to investors over 1.28 thousand hectares of land under various types of MaIP. The sites are located in all administrative districts, which contributes to the balanced development of the city. During this time, more than 170 facilities of various purposes, built within the framework of MaIP, have been put into operation. Among them are 20 industrial enterprises. Currently, more than 300 MaIP projects are in progress, including the construction of over 70 social facilities and about 200 industrial and commercial ones,” noted the Deputy Mayor of Moscow for Urban Development Policy and Construction.

Vladimir Efimov.

Enterprises established within the framework of such projects produce construction materials, elevator equipment, and other in-demand goods. By the end of 2025 alone, over six thousand new jobs were created at the production sites of MaIP in the capital.

“One of the vivid examples of the development of modern manufacturing is the complex of the company ‘Innovative Technologies Combine – Monarch’ in the Vnukovo district. In 2025, the construction of the second and third phases of the enterprise was completed here, with a total area of over 160 thousand square meters, designed for nearly 2,500 employees. A full production cycle of large-sized modules is organized on site — from the manufacture of the metal frame to facade, finishing, and engineering works. This technology allows transferring a significant part of construction processes to factory conditions, increasing their efficiency and significantly shortening the construction time of residential buildings and social infrastructure facilities,” noted the Minister of the Moscow Government, head of the capital’s Department of Investment and Industrial Policy.

Anatoly Garbuzov.

Infrastructure development continues in 2026. For example, in the spring, a concrete production plant of the Krost concern was put into operation. In addition, the largest industrial complex in the construction industry in Zelenograd began operations. It combined enterprises producing autoclaved aerated concrete, architectural double-glazed units, modular facades, and translucent structures. These new enterprises form a modern technological base for the construction industry and allow for the localization of production of a wide range of in-demand products.

By the end of the year, the list of facilities being created within the framework of MaIP will continue to expand. As Sergey Sobyanin noted, in the second half of the year, the completion of construction of enterprises in the pharmaceutical, electronic, cosmetic, packaging, and food industries, as well as new ones, is expected techno parks and logistics complexes. After commissioning, these sites will provide for the creation of more than 12,400 high-paying jobs.
