UN Secretary-General António Guterres welcomes the recent diplomatic efforts, including visits by senior US officials to Moscow and Kyiv, and expresses hope that these initiatives will lead to the resumption of negotiations between Ukraine and the Russian Federation. At the same time, he calls for an end to ongoing attacks on civilians and infrastructure.
As stated today by the spokesperson for the UN chief, Stéphane Dujarric, the Secretary-General hopes that the resumption of negotiations will pave the way for an immediate, complete, and unconditional ceasefire, followed by a just, comprehensive, and lasting peace in accordance with international law, including the UN Charter and relevant resolutions of the Organization.
“The United Nations is ready to support all significant efforts aimed at achieving this goal,” said the UN representative.
At the same time, the Secretary-General remains deeply concerned about the ongoing attacks on civilians and civilian infrastructure in Ukraine, as well as in the Russian Federation, and calls for their immediate cessation.
Guterres called on the parties to ensure the conditions necessary for the continuation of diplomatic efforts.
Children among the victims
Meanwhile, UNICEF warns that at least 18 children have been injured and one child has died in Ukraine over the past seven days.
After the attacks on Kyiv, the UN institutions and their partners provided first aid to those affected, psychosocial support, as well as hot meals and construction materials for emergency repairs.
UN humanitarian agencies note that the attacks are affecting an increasingly larger area, resulting in the need for aid far beyond the districts located directly on the front line.
Support for energy infrastructure
Meanwhile, United Nations Development Programme Administrator Alexander De Croo is visiting Ukraine. The focus of his four-day visit is support for critically important energy infrastructure, winter preparations, and recovery.
Since the beginning of the full-scale invasion, Ukraine has become one of the largest UNDP operations. About 50 percent of the country’s generating capacity has been damaged or put out of service. UNDP helps to ensure the operation of power supply, heating, water supply, and other vital services, while simultaneously promoting the creation of a more resilient, decentralized, and environmentally friendly energy system. The organization operates in all 24 regions of Ukraine, including frontline areas and territories with a high level of security threat.
De Croo will meet with government representatives, residents of war-affected areas, veterans, and young Ukrainians who have already been living under war conditions for four and a half years.
