Introductory remarks by Mikhail Mishustin:

Good afternoon, dear colleagues!

Today we will take a detailed look at the interim results of the implementation of technological policy. The President has set one of the national goals as achieving leadership in key industrial sectors. In the face of unprecedented sanctions, it is first of all necessary to rely on domestic developments in all critically important areas. This approach provides a solid foundation for Russia’s long-term development, enhancing the country’s global competitiveness, and most importantly, the steady improvement of people’s living standards.

To achieve the objectives of strengthening sovereignty in key areas, we have launched and are implementing nine large-scale national projects, including in strategic fields such as new advanced materials and chemistry, production and automation tools, shipbuilding, civil unmanned aerial systems, and nuclear energy.

In all these areas, systematic improvement of the level of technological independence continues. In a number of the most important sectors – aviation, railway engineering, the fuel and energy complex, as well as in ensuring food security – this work is progressing at an accelerated pace.

For end-to-end planning of all stages of manufacturing new products, from development to the implementation of final products, the appropriate methodology and specialized tools are applied, which were formed within the framework of the federal law on technological policy, adopted almost two years ago.

And here a special role is assigned to the so-called technological cooperation maps. As of today, they contain about a thousand items of high-tech products and more than one and a half thousand technologies.

With their help, the production of more than 170 different solutions has already been mastered. These include materials, assemblies, including control and monitoring systems, engines for drones, carbon fiber structural panels, composite membranes, pharmaceuticals, and much more.

In a short period, production facilities have also been created or modernized at more than 80 enterprises involved in fulfilling the most critical orders. In particular, workshops where spacecraft, LNG tankers, well equipment, and blood vessel prostheses are produced have been updated. Of course, this list can go on.

As a result, industrial potential is actively growing. Projects are being implemented. Among them are the first flights of fully Russian “Superjets” and flagship MC-21 airliners. The successful launch of the Soyuz-5 carrier rocket with the most powerful liquid engine in the world. The development of a unique selection combine harvester for grain crops. And also the commissioning of a power unit of the nuclear power plant under construction in the Kursk region.

To increase the effectiveness of the measures taken, of course, it is necessary to make maximum use of the capabilities of our scientific teams and continue to create the necessary infrastructure for conducting applied experimental research and testing.

Eleven engineering development centers in the field of chemistry have already been established at this point. And eight centers in the area of industrial robotics. Additionally, for the development of unmanned systems, a network of 30 scientific and production sites has been deployed.

Many regional universities are actively involved in mastering breakthrough technologies—as in the Oryol, Rostov, Orenburg, Samara, and Omsk regions—which indicates the high engagement of our young scientists and talented individuals in addressing the pressing challenges facing sectors of the domestic economy.
