D. Chernyshenko: Relations between our countries, between Russia and Vietnam, are developing in the spirit of strategic and comprehensive partnership. This is largely thanks to the personal relationship built between President To Lam and our President Vladimir Vladimirovich Putin. They often communicate, meet, and exchange state visits.
Last year, there was also official visit of Prime Minister Mikhail Vladimirovich Mishustin, within the framework of which a very important document was signed – a plan for the development of economic, humanitarian, and cultural relations until 2030. In the implementation of this plan, 2026 is designated as the Year of Education and Science. Currently, there are a large number of events. More than 500 agreements have been signed within the relationships between our scientific and educational organizations. The visit of Comrade To Lam is dedicated to a scientific-educational forum that is taking place at this time in Moscow.
Our relationship develops in many directions. One of the flagship elements of the program is cooperation with the Vietnamese Tropical Center, which hosts more than 50 different scientific organizations. Quite recently, the Russian scientific vessel “Professor Gagarinsky” was transferred to the Vietnamese side, conducting research alongside other scientific vessels. And there are many other useful scientific programs.
In the field of education, we have a long-standing tradition of cooperation. Soviet education is highly valued in Vietnam, and now Russian education as well. Many Vietnamese leaders have studied in our country. Their children and grandchildren are currently continuing their studies. Probably, students from Vietnam constitute the largest group of foreign students in our country – more than 3,000 are studying here.
Russian is loved in Vietnam. The Pushkin Russian Language Center operates effectively, where Vietnamese children study the Russian language.
A decision has been made to build a Russian-Vietnamese school in Hanoi, on the site where the Soviet Union’s technical center used to be. In the very center of Hanoi, a modern general education school will be built, which will provide educational certificates of both Vietnamese and Russian standards.
And of course, in the field of economics, we have great prospects. One of the most rapidly developing areas of cooperation, undoubtedly, is tourism. If last year the mutual tourist flow increased several times and reached over 450 thousand mutual visits, then already in the first half of this year we observe more than 670 thousand visits. This is also facilitated by the large number of regular flights between Russia and Vietnam. Not only from Moscow, but also from other cities. More than 15 regular flights between our countries ensure this tourist flow.
This, of course, is happening against the backdrop of our warm relations, and against the backdrop of the fact that Russian tourists can use domestic payment systems there, the fast payment system.
Payments between our countries are mainly made in national currencies. And economic ties continue to strengthen and develop. The fact that Russia is carrying out a major project to build nuclear capacities in Vietnam says a lot.
Last year, the trade turnover between our countries amounted to more than 6 billion dollars. And in the first half of the year, we see its growth of about 14%. We are confidently moving towards achieving a trade turnover of 15 billion dollars by 2030, as instructed by our leaders.
We will continue our strategic comprehensive partnership and cooperation. And I am confident that we will succeed.
