From September 1 to 4, the Eastern Economic Forum – 2026 took place in Vladivostok. Representatives of federal and regional authorities, Russian and foreign businesses, scientists, and leading experts in the fields of economics and management gathered at the campus of the Far Eastern Federal University. The main theme of the EEF this year was: “The Far East – development for the benefit of the people.” The forum was organized by the Roscongress Foundation with the support of the Government of the Russian Federation.
Pplenary session
The key event of the forum was the plenary session, in which the President of the Russian Federation Vladimir Putin, the President of Indonesia Prabowo Subianto, the Prime Minister of Mongolia Nyam-Ochir Enkhbold, the Vice President of Myanmar Myint Swe, and the Deputy Premier of the State Council of the People’s Republic of China Ding Xuexiang participated. In his speech, the Russian leader touched on issues of progressive development of the Far East and strengthening international cooperation, as well as outlined the prospects for economic development.
“The dynamics of the main macroeconomic indicators of the Far East exceed the all-Russian averages. This is exactly what we aimed for when we declared the development of the region a strategic priority for Russia for the entire 21st century. And this is our common success, this is the real result, the current outcome of systematic efforts by government authorities, businesses, entrepreneurs and, of course, most of all all residents of the Far East. I want to thank everyone who has contributed and continues to contribute to this great work — so significant for our country. We highly value the participation of foreign partners and investors who invest capital and technologies into development projects, not only in the Far East and the Arctic, but across all of Russia,” emphasized Vladimir Putin.
Representatives of foreign states noted during the plenary session the importance of the Eastern Economic Forum as a platform for the development of international relations.
President of Indonesia Prabowo Subianto: “First of all, I would like to express my gratitude to President Putin, the Government of the Russian Federation, and the Roscongress Foundation for the honor bestowed upon me and the invitation to attend and speak at this forum. Mr. President, it seems as if it were just yesterday – in June of last year, you invited me to speak at the St. Petersburg International Economic Forum, SPIEF. At that time, I called the St. Petersburg forum the heart of the emerging multipolar economy. And here, in Vladivostok, we are at the Pacific Gateway.”

The business program was divided into five thematic tracks: “Living and working in the Far East,” “Mechanisms for attracting private investments,” “The Far East – a hub of international cooperation,” “Technologies of the present and future,” “Logistics and infrastructure for economic growth.”
“Russian President Vladimir Vladimirovich Putin once again confirmed that the development of the Far East is an unconditional priority of our country. This is our mandate of trust. Thanks to it and the decisions of the head of state, the Far East demonstrates advanced rates of socio-economic development. The Eastern Economic Forum is an effective development tool. At the forum, businessmen, politicians, leading experts in economics and social issues meet. The forum, which gathered representatives from 78 countries, once again confirmed its significance on the world stage. The forum is also a report to the President on what has been done for the development of the macroregion, and a report on how we plan to move forward so that the Far East continues to actively develop, so that enterprises are launched, investment projects are implemented, social facilities such as schools, kindergartens, hospitals, clinics, libraries, sports facilities are modernized and built—and ultimately, the quality of life of the Far Eastern residents improves. And of course, the forum is not just a report from the presidential envoy or the Ministry on the work accomplished. The EEF program included more than 150 business events with over a thousand speakers.
Within the framework of the forum, meetings were held between representatives of the business circles of Russia and the Asia-Pacific countries: business dialogues took place between “Russia – China”, “Russia – India”, “Russia – Mongolia”, and “Russia – ASEAN”.
The fourth international forum “Falcon Day”, the Creative Industries Forum, the APEC International Conference on Cooperation in Higher Education, the SME Forum, and the international conference “Crossroads of Civilizations: The Role of Transport Integration in the History of the Asia-Pacific Region” also took place.
On the sidelines of the Eastern Economic Forum, the 23rd meeting of the Intergovernmental Russian-Chinese Commission on Energy Cooperation took place. It was attended by the Deputy Chairman of the Government of Russia Alexander Novak and the Vice Premier of the State Council of the People’s Republic of China Ding Xuexiang.

More than 9,300 people took part in the forum, including 1,244 media representatives and over 2,000 exhibitors from 78 countries, including Russia. Among them were also more than 850 participants of the VEF Youth Day “Day of the Future.”
“The shift of economic, financial, and technological centers to the Asia-Pacific region has occurred. Therefore, for Russia, the Eastern Economic Forum (EEF) is primarily a window to a world of broad opportunities and development. Everything discussed at the forum is subordinated to one goal – to make people’s lives better. Success in this direction will also determine the fulfillment of other state goals related to the Far East. What is said at the EEF always has practical significance and is taken into account in the instructions of the head of state following the forum. Today, we have the right to call the EEF one of the most important business events of the year for our country. The forum has long gone beyond merely an economic forum. The decisions made here concern the entire region, which has already become a locomotive of the global economy. This is also evidenced by the fact that agreements were signed at the recent EEF for a record amount – nearly 7 trillion rubles,” noted Anton Kobyakov, advisor to the President of the Russian Federation and responsible secretary of the organizing committee for the preparation and holding of the EEF.
The largest delegations represented China, Indonesia, Japan, Vietnam, the Republic of Korea, India, and Myanmar.
Among the high-ranking foreign officials participating in the forum were the President of Indonesia, Prabowo Subianto, the Prime Minister of Mongolia, Nyam-Osoryn Uchral, the Vice President of the Republic of the Union of Myanmar, Nyo Soe, and the Deputy Premier of the State Council of the People’s Republic of China, Ding Xuexiang.

Among the heads of international organizations and associations, the forum was attended by the Secretary-General of the International Seabed Authority, Leticia Carvalho Kremer.
Also among the foreign guests of the EEF were Thailand’s Attorney General Ittiporn Kaewthip and the Governor of Palawan Province (Philippines), Ami Alvarez.
Secretary General of the Association of Regional Administrations of Northeast Asian Countries Ben Jin Lim and Executive Secretary, Head of the Secretariat of the Parliamentary Assembly of the Collective Security Treaty Organization Sergey Pospelov took part in the video conference format.
The forum was attended by 15 heads of diplomatic missions, as well as about 2,400 representatives of Russian and foreign businesses from more than 1,050 companies.

At the forum, 328 agreements, contracts, memorandums, plans, and “roadmaps” were signed. The total amount of the signed documents is nearly 6 trillion 814 billion 693 million rubles.
The largest agreements:
● The Republic of Sakha (Yakutia), JSC “Corporation for the Development of the Far East and the Arctic” and JSC “Corporation for the Development of the Republic of Sakha (Yakutia)” have signed a cooperation agreement for the implementation of the international transport corridor project “Mohe – Naiba,” establishing the coordination of efforts to create transport and logistics infrastructure in Yakutia, which will connect the territory of the People’s Republic of China with the Russian republic through the Amur region. The project involves the creation of an international combined border crossing with China, the construction of the deep-water port of Naiba, a new railway line Nizhny Bestyakh – Naiba with a length of about 1.3 thousand km leading to the port, as well as a line to Magadan with a length of about 1.67 thousand km – totaling more than 2.9 thousand km of railway infrastructure. The corridor will form a new meridional route linking the countries of the Asia-Pacific region and Southeast Asia with the Trans-Arctic transport corridor; the cargo volume is estimated at 2 million tons per year.KRDV and the Development Corporation of the Republic of Sakha (Yakutia) will handle coordination of the parties’ interaction and the formation of the project concept, assist in selecting land plots, ensure their infrastructure, attract financing, and obtain government support measures. The preliminary feasibility study of the project has been completed, confirming the possibility of its implementation without federal budget funds; an international consortium of investors is being formed. The investment volume exceeds 1 trillion 130 billion rubles.
● JSC “Far East and Arctic Development Corporation”, JSC “VIS” and JSC “Crystal Growth Fund” have signed an agreement on the formation of an investment mechanism for the implementation of a comprehensive project for the development of the Arctic and the Transarctic transport corridor. The agreement is aimed at combining the efforts of the parties to attract and structure investments in projects related to the development of transport, port, logistics and other infrastructure in the Arctic zone of the Russian Federation. Within the framework of cooperation, it is planned to form financing mechanisms for complex infrastructure projects, identify potential sources of capital, and coordinate the actions of participants to ensure the implementation of projects for the Transarctic transport corridor. The investment amount totaled 1 trillion rubles.
● The State Atomic Energy Corporation “Rosatom” and JSC “Corporation for the Development of the Far East and the Arctic” have signed a cooperation agreement within the framework of implementing projects for the development of the Arctic zone of the Russian Federation and the Trans-Arctic transport corridor. The parties agreed to coordinate efforts in the development of Arctic transport infrastructure, including issues related to the formation of an icebreaker-transport model, the development of the Northern Sea Route, and creating conditions for the implementation of investment projects in the Arctic. The agreement foresees cooperation in attracting investments, preparing and implementing infrastructure projects, as well as providing comprehensive support using state support mechanisms. The volume of investments under the agreement is 724.3 billion rubles.
● JSC SPC “Deepwater Port Arkhangelsk” and JSC “Far East and Arctic Development Corporation” signed an agreement on the implementation of a project to construct the deepwater area of the Arkhangelsk seaport. The project involves creating modern port infrastructure, which should enhance the transport and logistics potential of the Arkhangelsk region and strengthen the region’s role in servicing cargo flows along northern routes. The investment volume amounts to 466.6 billion rubles.
● JSC “Far East and Arctic Development Corporation” and LLC “SOLAR ZK” signed an agreement on the implementation of an investment project. The announced investment volume amounts to 212.5 billion rubles.
● JSC “Far East and Arctic Development Corporation” and LLC “VLT ‘KORF'” have signed an agreement to implement the first phase of the project to build a high-latitude logistics terminal in the Olyutorsky District of Kamchatka Krai. The terminal is intended for transshipment of dry and liquid cargoes from ice-class vessels to vessels not designed to operate in ice conditions. The project involves the use of the ice-free Korf Bay, which has strategic significance for organizing maritime logistics in the eastern part of the Arctic and the Far East. The investment volume amounts to 139.1 billion rubles.
● JSC “Far East and Arctic Development Corporation” and MIC “Innovative Technologies” have signed an agreement to establish a unified interregional industrial cluster for deep processing of petrochemical feedstock in the territories of Khabarovsk Krai, Primorsky Krai, and Amur Oblast. The cluster will unite processors, raw material suppliers, and exporters in the three subjects of the Far East to form an ecosystem for deep polymer processing. The project is planned for implementation from 2026 to 2032, with a total processing capacity of resident enterprises exceeding 100 thousand tons of polymer feedstock per year. The expected product range includes pipes and fittings, industrial, food, consumer and transport packaging, containers for solid household waste, molding products, and goods for the agro-industrial complex. Production is aimed both at the domestic market and for export to countries in Latin America, Africa, and Southeast Asia. Land plots are being selected at three sites: Zapadnaya in Primorsky Krai, Rovnoye in Amur Oblast, and “Vector” in Khabarovsk Krai. The volume of investments amounts to 100 billion rubles.
● The Republic of Buryatia, JSC “Corporation for the Development of the Far East and the Arctic” and LLC “Baikal Nedra Geo” have signed an 85.9 billion ruble cooperation agreement to implement an investment project for the construction of the Novouoyansky potash plant based on the synnyritov deposit “Kalyumnoe” in the North Baikal district of the Republic of Buryatia. The project envisages the creation of a full-cycle enterprise for the extraction and comprehensive processing of synnyritov ore – a complex potash-alumosilicate mineral raw material; the ore base of the deposit is estimated at 2 billion tons, which will allow maintaining production for more than 100 years. The enterprise’s production portfolio will include the potash group (potassium sulfate, potassium magnesium sulfate, potassium hydroxide), the metals group (metallurgical alumina, iron ore concentrate), and the silicon dioxide group. The estimated annual production volumes will be 1 million tons for the potash group and 0.7 million tons for the metals group, with a phased ramp-up to full production capacity planned for 2030–2031.The parties will coordinate efforts during the pre-project activities: developing the project concept taking into account the needs and economic potential of the region, selecting land plots, working out infrastructure support, and interacting with regional authorities and development institutions. The implementation of the project will create about 1,000 new jobs. KRDV will provide comprehensive support and assist in obtaining the status of a resident of the Buryatia advanced development territory.
Fromsports games WEF
The Eastern Economic Forum once again became a significant platform for the development of international cooperation in sports. Athletes and sports leaders from 10 countries arrived in Vladivostok. The Minister of Sports, Chairman of the ROC Mikhail Degtyaryov held working meetings with Barry Hendricks, President of the South African Sports Confederation, Olympic and Paralympic Committee of South Africa, and Narambaator Choijavaa, First Vice-President of the Olympic Committee of Mongolia.
Rowers from Russia, China, Kazakhstan, Uzbekistan, Armenia, Kyrgyzstan, and Afghanistan participated in the International Vladivostok Regatta. A match between the national teams of Russia and Mongolia in mas-wrestling took place at the “Far East Street.”
Olympic cross-country skiing champion Nikita Kryukov awarded the participants of the “Fight and Win” race, which was attended by more than a thousand people. Egor Titov, Dmitry Alenichev, Andrey Tikhonov, and other football stars played in a friendly match and held master classes for young footballers of Primorye. The first VEF Cup for open water swimming was organized in the waters of the Amur Bay. The international “Sail Parade” took place as usual. On the opening day of the forum, the car marathon “Vyborg – Vladivostok” ended; the crew covered about 10,000 km in less than five days. Also, VEF guests participated in chess and table tennis tournaments. The official insurance company of the VEF-2026 Sports Games was “SberInsurance.”
PhCulture Festival ““Vladivostok Seasons”
The festival was held for the fifth time. It brought together more than 40 exhibition, concert, and educational projects, which were accessible to forum participants, residents, and city guests. The program introduced visitors to the history, art, and cultural heritage of the Far East.
The key event of the festival was the grand gala concert “Melodies of the Pacific” for the residents and guests of the city at the Fighters of the Revolution square. Among the participants of the concert were the wind orchestras of the Navy and the best creative teams from the regions of the Far East.
On September 1, the art cocktail “Vladivostok Seasons” took place.
The vibrant concert program of the regions of the Far East took place as part of the exhibition “Far East Street,” which allowed showcasing the national traditions, contemporary performing arts, and cultural diversity of each subject of the Far Eastern Federal District. This year’s concert program was dedicated to the Year of Unity of the Peoples of Russia, declared by the President of Russia, and united multinational art, peoples, and ethnic groups inhabiting the Far East.
Great attention was paid to thematic exhibitions. The beginning of the culture festival “Vladivostok Seasons” was marked by the opening of the exhibition “Russian Impressionism. Elements of Color” at the Primorsky State Art Gallery. The exhibition will be available to residents and guests of the city until November 29. And at the Arsenyev Museum-Reserve of the History of the Far East, the exhibition “Four Harnesses of Leo Tolstoy” runs until September 20. Among the key projects are the exhibitions “120 Years Underwater” and “A Look to the East,” as well as exhibitions of the Vladivostok Fortress Museum-Reserve, revealing the history of Russia’s maritime outpost on the Pacific Ocean.
An important place in the program was held by the project “From Aleuts to Yakuts. The Far Eastern Vector,” dedicated to the wealth and cultural diversity of the region and revealing the theme of the Year of Unity of the Peoples of Russia.
Inexhibition “Ufaces Douter InOstoka“
At VEF-2026, the traditional exhibition “Far East Street” was held. Eleven Far Eastern regions showcased their key projects and achievements in the fields of economy, culture, and tourism there.
The site also featured booths from the Russian Ministry of Sports “House of Sports” and “GTO Arena,” a joint pavilion of the Ministry of the Russian Federation for the Development of the Far East and the Arctic and the Development Corporation of the Far East and the Arctic “Developing the Far East,” the pavilion of the “Tourism.RF” corporation, the “Falcon House” space, the Arab village, and the exhibition of the “Warrior” center. Additionally, the Primorsky Krai organized the operation of the Fish Market. The exhibition will continue until September 7 for residents and guests of Primorye.
Minternational forum “Dday of the falcon“
The 4th International Forum “Falcon Day” took place on September 1, the opening day of the VEF. Representatives of government bodies, international environmental organizations, the scientific community, and specialized experts from Russia and other countries discussed issues of international cooperation in the conservation of rare bird species, restoration of natural populations of falcons and bustards, the use of modern technologies, environmental education, and the development of conservation initiatives.
About 1,250 people from 44 countries participated in the forum events.
The key event was the plenary session “Living Symbols: the Conservation of Falcons – from Traditions to Modern Programs.” Experts discussed the interim results of implementing the Framework Declaration of Intent on the conservation of the gyrfalcon population and the international experience in conserving falcon species.
It was announced during the forum that a permanent venue for international falconry conferences will be created in the Moscow region – the Russian-Arab village “Falcon Yard.”
The themed pavilion “House of the Falcon” opened at the “Far East Street” exhibition. Representatives of the United Arab Emirates delegation participated in the opening ceremony of the exhibition. At the pavilion site, there was a performance by the folk ensemble “Al-Mazyud Al-Kharbiya” from the UAE. The pavilion featured a peregrine falcon, saker falcon, and gyrfalcon, bred at the Peregrinus Falcon nursery. Visitors had the opportunity to meet with bird breeding specialists and ask them questions. This year, a cinema hall also opened, where visitors could watch films about rare bird species and specially protected natural areas of Russia.
Fforum creative industries
Experts from Russia, China, India, Indonesia, the UAE, the Republic of Korea, and other countries discussed the development of the creative economy, international cooperation, investment in intellectual property, the role of media in regional development, new content formats, workforce training for the economy of the future, and creative industries as a tool for social integration.
The central event was the plenary discussion “Creativity as a Strategy: The Economy of Meanings and International Influence,” dedicated to the export of cultural products and intellectual property, the development of international cooperation, and the promotion of Russian creative projects in foreign markets.
Among the forum topics are the development of new content formats, the role of media in positioning the Far East, as well as international cooperation in the field of creative industries.
Within the main business program of the EEF, discussions were held dedicated to the socio-creative agenda. On September 2, a session titled “Towards a Common Future: Inclusion as a Resource for the Development of the Far East” took place, focusing on creating an environment of equal opportunities, developing human capital, and involving different groups of citizens in economic and public life. On September 3, the sessions “Inspiring Investments: Development Strategy for Growth and Scaling” and “Creative Far East: From Local Brands to Export in the Asia-Pacific Region” discussed financing mechanisms for creative projects, their export potential, and opportunities to enter external markets.
“Dear RRussia”
The Roscongress Foundation presented a large-scale project called “Soul of Russia,” which united folk crafts, contemporary art, regional brands, cultural initiatives, and a business program dedicated to the development of the creative economy and the promotion of Russia’s humanitarian potential. The project’s general partners were the A7 payment system and PJSC Bank PSB.
At the “Soul of Russia” booth, discussions were held dedicated to the creative industry, platform economy, transforming folk crafts into global brands, and social investments in the development of the Far East. A pitch session was organized for young theater professionals.
A separate area was occupied by the new joint exhibition project “Folk Arts and Crafts – The Soul of Russia,” organized for the first time at the forum by the Ministry of Industry and Trade of Russia and the Roscongress Foundation with the support of the Federation Council and the State Duma. The exposition featured more than 50 pieces of folk arts and crafts and contemporary art works.
In addition, within the framework of the project “Soul of Russia,” one of Alexander Deineka’s unique works, “By the Sea,” was presented at the forum site. After the conclusion of the forum, it is exhibited at the Primorsky State Art Gallery. The program also included an exhibition of works by Far East artists dedicated to maritime themes, and a large concert “Soul of Russia. A Language Understood by All” featuring stars of the Russian pop scene, as well as local and foreign creative groups.
Fforum SME
The forum was held for the first time on the sidelines of the EEF. Its program included four thematic sessions dedicated to the tourist potential of the Far East, the implementation of information security systems in the work of small and medium-sized businesses, the expansion of SME cooperation with Asian countries, and increasing employee productivity as a new resource for development and scaling.
RRussian-Chinese online festival “Smade in Russia”
At the forum venue in Vladivostok, the Russian Export Center organized the Russia-China online festival “Made in Russia.” The event aims to develop Russian exports through online channels to China. The festival consists of a series of online streams by popular Chinese bloggers with direct sales of Russian goods on Chinese e-commerce platforms. The main stream was hosted by one of the most influential Chinese e-commerce influencers, Yang Rongxin, known by the pseudonym Dandan. Her audience on the social commerce platform Kuaishou is about 100 million subscribers.

“Roscongress Urban Hub“
The “Roscongress Urban Hub” platform brought together the current agenda of spatial and urban development: over three days, 11 thematic sessions were held, the presentation of the Far Eastern Architecture Award, the presentation of a special analytical study for developers, and a student career orientation clausura “Urban Planning Challenge.” Representatives of federal and regional authorities, business, development institutions, and the expert community discussed demographics, master planning and CRT, development of industrial and Arctic cities, individual housing construction, tourism, digitalization of construction, and investments in the urban environment. A key outcome of the platform’s work was a unified approach to the development of territories as an integrated system, where long-term planning, partnership between government and business, infrastructure preparation of projects, and the quality of the urban environment are directly linked to the ability of cities to attract and retain people.

The “Territory of Innovation” of the Roscongress Foundation appeared for the first time at the EEF in a new status, not only as a leading discussion platform on technological entrepreneurship and high-tech industries but also as a co-founder of several promising projects in the fields of artificial intelligence, construction monitoring, biometrics, distributed energy, robotics, construction, and eco-friendly materials. All solutions presented at the platform have already proven their effectiveness in practice and can be successfully applied to address the challenges facing the Far East.
As part of the “Innovation Territory” program, a pitch session for innovative and technological projects was held, with the winners being the premium mobile phone accessories manufacturer Magssory, the company “Frame Factory” with a project for regional development through the construction technology “LSTK 3.0,” and the Yakutia Artificial Intelligence Laboratory, which developed the “Super Large” detection system for particularly large diamonds.
Partner of “Territory of Innovations” – the company “Interros” – conducted an interactive game “Geniuses of Russian Business,” dedicated to outstanding Russian entrepreneurs and business cases from the 15th century to the present day.
Also at the “Territory of Innovations” exhibition, there was a joint booth of the Development Corporation of the Republic of Sakha (Yakutia), where visitors could learn about the region’s advanced digital and creative solutions, as well as a booth from MIIGAiK showcasing the operation of the nationwide digital platform “National Spatial Data System”.
The products of the company “Aerohit,” a resident of the Khabarovsk TOR and specializing in the production of UAVs equipped with fiber-optic communication and advanced AI systems, attracted particular interest from the participants of the EEF.

A total of 41 meetings took place on the territory of the “Governors’ Lounge.” A number of agreements were signed, there were presentations of investment projects of the “RK-Investments” fund, and awards were given to the constituent entities of the Russian Federation that demonstrated the highest growth rates in the National Investment Climate Rating.
Roscongress Club
The Roscongress Club served as a venue for hosting business leaders, company heads, and delegations, including partners such as LLC “Sibur” and LLC “Amur Minerals.” More than 20 business meetings of various levels were held on the premises. Within the framework of the Roscongress Club, signing ceremonies and business events took place, aimed at strengthening partnership ties and developing cooperation between Russian and international companies.

At the Eastern Economic Forum venue, a section called “EEF.Junior” was organized for high school students and the “EEF Academy” for university students. Within this framework, 60 schoolchildren from different regions of Russia and 30 students from leading Russian universities gathered at the venue. A program of nine educational, discussion, and practice-oriented events was prepared for the participants, aimed at developing competencies necessary for young people for further study, professional realization, and launching their own projects.

Golobokov. A photo exhibition “Shadows Disappear Today” was organized, and an exhibition of the Matchbox Label Museum was opened.
