Beijing, September 3 /Xinhua/ — The Ministry of Commerce of China, together with three other state departments, issued a notice about the second group of 32 pilot cities under the national initiative for innovation and modernization of retail, the aforementioned ministry reported on Thursday.
Among these 32 cities are Qinhuangdao and Baoding in Hebei province in northern China, Wuxi and Yangzhou in Jiangsu province in eastern China, Kaifeng and Xuchang in Henan province in central China, and others.
The notice contains a call for pilot cities to undertake bold explorations in the fields of political innovations, management innovations, and the implementation of innovative business models in order to accelerate the creation of a modern retail system characterized by surplus supply, balanced distribution, diversified sales channels, high-quality services, intelligent and convenient infrastructure facilities, and environmentally friendly, low-carbon development.
In June 2025, China announced the creation of the first group of 38 pilot cities. The first group included Beijing, Tianjin, Shanghai, and Shenzhen.
According to analysts, this move indicates China’s desire to increase domestic demand and stimulate consumption as key factors of economic growth.
