Planned voluntary (volunteer) activities in the Russian Federation until 2030
The Government of Russia has approved an action plan for implementing the Concept for Promoting the Development of Volunteer Activities until 2030 in the years 2026–2028. The plan, developed by the Ministry of Economic Development with the participation of Rosmolodezh, the Ministry of Emergency Situations, the Ministry of Health, FMBA, and other agencies and organizations, was signed by Deputy Prime Minister Tatyana Golikova.
The action plan is a continuation of the Concept for Promoting the Development of Volunteer Activities, which the Russian Government approved at the end of 2025 with the aim of developing a culture of volunteering, expanding support measures for volunteers, and improving their working conditions. Thanks to such measures, volunteer and voluntary activities will not only lead to the resolution of a number of socially significant issues but will also have a positive impact on the country’s economy.
“The development of volunteerism is one of the priority areas of state social policy. Today, millions of our citizens are involved in volunteer activities, for whom helping others and empathy are a conscious life choice. The approved plan of activities for 2026–2028 lays a systematic foundation for the further development of this movement. The document is interdepartmental in nature and aims to consolidate the efforts of federal authorities, regions, and civil society institutions. The consistent implementation of the planned measures will not only improve the quality and targeting of volunteer assistance but will also have a tangible positive impact on addressing the priority tasks of the country’s socio-economic development,” emphasized Tatyana Golikova.
The document provides for a total of 46 measures covering the organization of volunteer activity monitoring, promotion and advancement of volunteering, implementation of educational programs, improvement of legislation, international activities, and the development of infrastructure for volunteer organizations.
“Volunteering is in the spotlight of the government, since its development not only leads to solving socially significant tasks but also to a noticeable economic effect. The contribution of volunteering to the country’s GDP increased from 0.4% in 2021 to 0.67% in 2024. At the same time, the sector has significant opportunities. I am confident that a systematic approach to developing support tools, the development of regional infrastructure, and the implementation of new social and educational practices will help fully unlock the economic potential of volunteering,” noted Deputy Minister of Economic Development Tatyana Ilyushnikova.
The Ministry of Economic Development of Russia is responsible for three points of the plan. Together with the Dobro.RF association and interested executive authorities, it prepares proposals for the implementation and development of corporate volunteering programs in state institutions. For a comprehensive analysis of the activities of NGOs in the country’s economy — with the participation of Rosstat and Rosmolodezh, it develops proposals for the creation of an auxiliary NGO account within the framework of the Russian system of national accounts, in order to evaluate charity and volunteering using a unified methodology alongside GDP and other indicators of the Russian Federation’s national accounts system.
Also, at the end of each year, the Ministry of Economic Development, together with other agencies, prepares a report on the results of the implementation of the plan, which obligatorily assesses the contribution of volunteer work to Russia’s GDP.
