In Moscow, a relaunch of two financial support programs for film producers has been announced — these are grants for creating the image of the capital in cinema and for promoting domestic films. Applications to participate in the competition for both programs can be submitted until November 30.
“We are starting to accept applications for two financial support programs for film producers simultaneously. For creating the image of Moscow in feature films and TV series, one can receive from two to 20 million rubles. The second grant is aimed at promoting children’s and youth content, films focused on strengthening traditional spiritual and moral values, as well as films dedicated to the events and participants of the special military operation. The subsidy provides for reimbursement of up to 70 percent of advertising costs,” said the Minister of the Moscow Government, head of the Moscow Department of Culture.
The Image of Moscow in Cinema
The grant for creating the image of Moscow in film is aimed at supporting movies and series in which the capital is presented as a significant element of the artistic narrative. When evaluating applications, consideration is given to how the city is revealed through the plot and characters’ dialogues, its recognizable spaces, historical and modern architecture, urban infrastructure, technologies, and significant events.
The grant program for creating the image of Moscow in cinema has been in place since 2021. During this time, 49 film projects have received financial support. In 2025, 33 applications were submitted to the competition from 24 film producers, of which 15 became winners. This is 36 percent more compared to 2024. Over five years, support helped to be released on screens with such films as “The Master and Margarita,” “Passions of Matthew,” “The Last Warrior: The Legacy,” and “Dear Willy.”
The maximum grant amount to support one project reaches 20 million rubles. Among the selection criteria are the organic inclusion of the capital’s images and shots in the film, as well as the recognizability of Moscow’s architectural images. Legal entities and individual entrepreneurs are allowed to participate. The review period applications is 30 days after the end of admission.
Financial support is provided to legal entities and individual entrepreneurs from Russia who filmed movies and TV series at locations and public places in the capital, as well as at sites of the Moscow film cluster: in the film park and at the MosKino film factory, at the Gorky Film Studio, which is subordinate to Department of Culture of Moscow, and in the Mosfilm film concern.
The decision to support filmmakers creating an image of modern vibrant Moscow in their films and TV series was made following a meeting between Sergey Sobyanin and representatives of the film industry on August 8, 2019. Starting from 2025, new measures became available: compensation for international projects and a grant for promoting spiritual and moral content.
At the same time, support also extends to films and TV series that include musical works dedicated to the city, social projects, cultural events, and technological solutions that create a comfortable environment in the capital.
Promotion of domestic films
The second support program is aimed at promoting domestic cinematography. The grant is intended for projects focused on preserving and strengthening traditional spiritual and moral values, films and series aimed at children and youth audiences, as well as those dedicated to the events and participants of the special military operation. Funds can be used for placing advertisements on outdoor surfaces and in public transport. In 2025, the program allowed compensating up to 70 percent of documented expenses, but no more than five million rubles per film. As a result of the first competitive selection, eight projects received support.
This year, the subsidy for promoting domestic films also provides compensation for up to 70 percent of costs, but not more than five million rubles. Support can be received by film producers, distribution companies, online platforms, and TV channels. The funds can be used for placing advertisements on banners and digital media in the capital. Applications are considered within 30 days after the end of their intake.
The resumption of grant measures this year continues the formation of a financial support system for the film industry in Moscow. In 2025, the capital became the first region in Russia to offer rebates for international film projects. In 2026, the city supplemented the support measures with a subsidy for domestic producers, which compensates up to 30 percent of the costs of filming in the MosKino film park: the maximum support amount reaches 20 million rubles per project.
Financial support measures combined with the infrastructure of the Moscow film cluster create full conditions for film production. The city supports projects at every stage — from the shooting process to the advertising campaign of the finished film.
The Moscow film cluster consists of infrastructure facilities, services, and amenities for filmmakers, which Government of Moscow develops within the framework of the “Moscow – City of Cinema” project. Its structure includes the “Moskino” film park, the Gorky Film Studio (sites on Sergei Eisenstein Street and in Valdaisky Proezd), the “Moskino” film factory, the “Moskino” cinema network, the film commission, and the “Moskino” film platform.
