The Territorial Integrated Development Mechanism (TIDM) continues to be one of the important tools for urban renewal in the regions of Russia. Its application not only allows increasing the volume of housing construction but also comprehensively addresses issues of relocating residents from unsafe housing stock and creating modern infrastructure. Special attention in this work is given to the Far East, where 84 TIDM projects are currently in active implementation. This was reported by Deputy Prime Minister Marat Khusnullin.
“The development of the Far Eastern Federal District is one of our strategic priorities. The Far East plays a key role in ensuring the country’s resource sovereignty; it is home to unique natural wealth and advanced production facilities, on which the state’s economic stability depends directly. That is why creating decent living conditions for people and the long-term infrastructural development of the macro-region remain the focus of our constant attention. We see how the CPT mechanism helps regions systematically approach the renewal of urban environments, launching new investment cycles. Currently, in the FEFD, 143 territories with a total area of over 2 thousand hectares are being worked on, including 17 territories whose comprehensive development is carried out by PJSC DOM.RF. At the same time, practical implementation has started on 84 sites. Their urban planning potential is 8.24 million square meters, of which 6.1 million are housing. There is a lot of work ahead, the tasks are ambitious, and we must strive to maintain the gained momentum,” said Marat Khusnullin.
The Deputy Prime Minister added that, in terms of regions of the Far Eastern Federal District, the leading positions in the number of sites where work has already begun are held by the Khabarovsk Territory (30 territories), the Trans-Baikal Territory (15), and the Amur Region (11).
“The CRT mechanism allows synchronizing housing construction, resettlement from the emergency housing stock, and the creation of engineering, transport, and social infrastructure. As of today, the area commissioned in the Far Eastern Federal District under the CRT framework amounts to 419.25 thousand square meters, of which housing constitutes 351.53 thousand square meters,” noted Alexander Lomakin, First Deputy Minister of Construction and Housing and Communal Services.
Integrated territorial development allows for effectively addressing one of the key social issues – the resettlement and demolition of dilapidated and unsafe housing.
“Resettlement of emergency housing is one of the activities of the FRT, which is carried out, among other things, within the framework of comprehensive territorial development. We partially compensate developers’ expenses for these purposes. The CRT program in the Far Eastern Federal District is implemented in five regions of the district — Amur Oblast, Zabaykalsky Krai, Republic of Buryatia, Republic of Sakha, and Khabarovsk Krai. Under this mechanism, more than 33.3 thousand square meters of emergency housing stock have been resettled there, and 3,400 people have moved to new apartments. The total volume of all resettled emergency housing in the district since 2019 has amounted to about 2.6 million square meters,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
By order of the President, last year KRT projects received federal funding for the first time. The program included 37 regions, including those in the Far Eastern Federal District: the Republic of Buryatia, the Republic of Sakha (Yakutia), Zabaykalsky Krai, Kamchatka Krai, the Jewish Autonomous Oblast, and the Chukotka Autonomous Okrug.
To stimulate housing construction projects, a decision was made to allocate subsidies to regions for the creation of infrastructure.
In Ulan-Ude, work is underway as part of the program to technologically connect the rental house to the central stormwater drainage system, as well as to the heating, water supply, and drainage networks. In the Republic of Sakha (Yakutia), technological connection to the heating networks is being carried out for the project of comprehensive development of the territory of the 17th urban district of Yakutsk. The Trans-Baikal Territory is beginning the implementation of the event to connect the residential complex “Serebryany Bor” in Chita to the drainage, water supply, and heating systems.
Currently, in 81 regions of Russia, 1,534 projects are in the active phase of implementing the CRT mechanism on a territory of 30.9 thousand hectares. Their urban development potential is estimated at 227.8 million square meters, of which 170.7 million square meters are residential space. At the same time, a total of 2,157 territories with a total area of 55.7 thousand hectares are in progress, their combined urban development potential amounts to 328.8 million square meters, including 245.4 million square meters of housing.
