Deputy Prime Minister Dmitry Chernyshenko visited Rosreestr and familiarized himself with the agency’s projects – the unified digital platform “National Spatial Data System” (NSDS) and the CIS Geoportal.
The head of the agency, Oleg Skufinsky, demonstrated to the Deputy Prime Minister the operation of digital platforms and the spatial data collected on them, including in the fields of education, sports, and tourism, the providers of which are the Ministry of Economic Development, the Ministry of Culture, JSC “Tourism Corporation.RF”, and other federal and regional executive authorities.
“The work of Rosreestr is of great importance for our state: it ensures the integrity of the data system in the country. It is important that the service uses advanced technologies for processing and storing large volumes of information. Rosreestr’s digital projects open up new opportunities for education and tourism sectors. For example, they help select sites for the creation of new infrastructure facilities within the framework of the national project ‘Tourism and Hospitality’,” noted Dmitry Chernyshenko.
The “Land for Tourism” service, operating on the basis of NSPD, assists citizens and businesses in finding land plots or areas suitable for implementing tourism projects. This contributes to the emergence of new interesting locations, the development of infrastructure for tourists, and the growth of regional economies as a whole.
As of August 2026, the “Land for Tourism” service has published information about 1.4 thousand land plots and territories in 73 subjects of the Russian Federation. Everyone interested, including potential investors, can choose the desired plot and, through informational interaction between NSPD and the public services portal, submit an application to the authorized body for its lease or ownership acquisition.
Overall, the NSDI represents not only a platform for storing and processing sectoral spatial data but also an important tool for territorial planning and management decision-making.
The cartographic component of the platform is already used in more than 14 federal and 7 regional information systems, including being applied in the tourism sector.
As part of the life situation “Hunting and Fishing,” implemented jointly with the Ministry of Digital Development on the public services portal, an atlas of amateur fishing has been created.
“The technologies and experience gained during the development of the NSDP were used in the implementation of the interstate integration project—the CIS Geoportal. For the first time in the Commonwealth space, a digital system appeared for working with open spatial data and services in the fields of education, tourism, employment, and investment. Data on the geoportal comes from the information systems of the relevant ministries of the countries participating in the project. The mechanism and data exchange formats are defined by agreements, which have been concluded today with Belarus, Kyrgyzstan, and Tajikistan. In essence, open information is posted that promotes the countries’ capabilities within the CIS space and on the international level. Similar integration projects have already demonstrated their effectiveness in other regions of the world,” noted Oleg Skufinsky.
Rosreestr has become the coordinator of the CIS Geoportal project, ensuring the organization of joint work and interaction with the relevant state bodies of the participating countries. Currently, users have access to an array of 48 basic and thematic layers, including more than 17 million objects. Project implementation issues are included in the agenda of the 48th session of the sectoral CIS Interstate Council, which will be held on September 16–17 at the National Center “Russia”.
During the event, Dmitry Chernyshenko was shown the tools of the CIS Geoportal. In particular, the “I am a Tourist” service helps to plan trips across the CIS countries, choose ready-made routes and places to stay, and save points of interest on the map in a personal account. “I am a Worker” offers enhanced features for effective job matching. Users can filter job offers by industry and types of employment, and evaluate housing options.
“I am an Investor” allows you to choose investment sites, land plots, and real estate objects, and to study the characteristics of the objects. By combining cartographic and economic data, it is possible to quickly assess the risks and potential of the sites. The “I am a Student” service simplifies the selection of educational institutions in the CIS countries and helps applicants navigate the variety of study programs. Users can view universities and obtain information about accommodation options.
At the conclusion of the visit, Dmitry Chernyshenko visited the Rosreestr museum and exhibition display, where he familiarized himself with samples of cartographic and geodetic equipment from the 18th century to the present day.
