Deputy Prime Minister Marat Khusnullin held meetings in the DPR and LPR on the readiness of the regions’ infrastructure for the heating season, on the progress of the implementation of socio-economic development programs of the entities, as well as familiarized himself with the educational process at one of the educational institutions and the work of an enterprise participating in the free economic zone, which is managed by the public-law company “Territory Development Fund.”

“I shared the Knowledge Day celebration with almost 600 students of the Donetsk multidisciplinary lyceum named after Hero of the Soviet Union Nikolai Pavlovich Boyko. I met first-graders: despite their young age, their handshakes are firm! The school building was constructed in 1965 – almost my peer. Since then, it had never been renovated and also suffered serious damage during combat operations. Today, this educational institution meets the latest comfort requirements. I have been involved in construction for many years, and the conditions I saw are very decent – both in quality and equipment. Thanks to the efforts of the Moscow regional leader, the roof, sports and assembly halls were restored, classrooms, cafeteria, and engineering systems were repaired. Then biology, chemistry, physics, and computer science classrooms were equipped; a major overhaul was conducted in two computer classrooms so that children could deeply study specialized subjects. In general, restoring infrastructure at school and preschool facilities, colleges, technical schools, and universities is a large-scale task that we are implementing as part of the socio-economic development program for Donbass and Novorossiya. Since 2022, nearly 1,800 educational institutions have opened their doors to children, schoolchildren, and students.”educational institutions,” said the Deputy Prime Minister.

Next, Marat Khusnullin held a meeting in Donetsk on issues of the socio-economic development of the republic.

“The main topic on the agenda is preparation for the autumn-winter period. We discussed with the head of the DPR, Denis Vladimirovich Pushilin, the progress of work in boiler houses and on engineering networks, and evaluated where reinforcement is needed. Overall, all planned tasks are being carried out. At the same time, we continue to systematically and comprehensively work on the modernization of housing and communal services. So far, certain results have been achieved in combating water losses and stabilizing its supply to residents. But, of course, there are many challenges in this area. From the positive aspects of the socio-economic development program, I note that municipal roads are being actively repaired. There is a likelihood that we will even exceed the planned volumes for this year. Social facilities are being restored too. Despite the circumstances, housing construction is not standing still. More than 400 thousand square meters of housing are under construction, with commissioning scheduled for 2026,” noted the deputy prime minister.

After the meeting, Marat Khusnullin visited an industrial enterprise producing structures for power supply.

“The main part of the produced products contributes to ensuring the reliable operation of the electric power infrastructure, including during its recovery and reconstruction periods. Recently, the Territorial Development Fund included the enterprise among 195 participants in the free economic zone in the DPR. During the implementation of the investment project, the plant plans to create a modern production of construction metal structures and products with a closed cycle, purchase new equipment, produce supports for power transmission lines, road and infrastructure structures for energy, transport, communications and the railway industry. I consider the investment project very important and necessary for the development of both the entity and the domestic electric power market of the country as a whole. This will provide jobs, additional tax revenues to the budget, and produce materials for the largest industries, including construction,” said the Deputy Prime Minister.

The day before, Marat Khusnullin also discussed the region’s readiness for the autumn-winter season in the Luhansk People’s Republic:

“In the zone of special attention is the preparation for the heating season. It is generally going according to plan, but due to emerging challenges, an agreement was made with the head of the LPR, Leonid Ivanovich Pasechnik, to reallocate part of the funds from other areas specifically to pass the heating period. The overall readiness of apartment buildings, social facilities, engineering networks, and structures across the republic reaches almost 90%. Nevertheless, there are still issues concerning the Severodonetsk agglomeration and Alchevsk that require detailed work. Simultaneously, the region continues to engage in the comprehensive development and modernization of utilities. A large scope of work in this direction is being conducted with the participation of the Territorial Development Fund. The region actively works with financial instruments from the infrastructure menu. For instance, using funds from special treasury credits, repairs were conducted on 17 communal infrastructure facilities and 81.5 km of networks.”

The Deputy Prime Minister added that work continues in the LPR on the socio-economic development program and the national project “Infrastructure for Life.” According to him, one of the priority tasks is the resettlement from dilapidated housing. In the republic, by the end of 2027, using funds from the Territorial Development Fund of the Public-Private Partnership, they plan to improve the housing conditions of more than 1,100 residents.
