From September 1, 2026, new Rules for the repair and maintenance of public federal roads came into force, approved by the Government of Russia. The document, developed by the Ministry of Transport, systematizes and updates the legal regulation in the field of road activities taking into account changes in legislation and law enforcement practice. This was reported by Deputy Prime Minister Marat Khusnullin.
“High-quality maintenance and timely repair of federal highways are the foundation of safety and comfort for millions of people who use the roads daily. The new rules introduce additional clarity into key procedures: from the interaction between road owners and contractors to the formation of repair programs based on diagnostic data. Special attention is paid to traffic safety as an unconditional priority. The document systematizes accumulated experience and formalizes modern approaches to road management. This is an important step in the development of the entire road industry,” said Marat Khusnullin.
The new rules define the sequence of measures for organizing and carrying out repair and maintenance work on federal roads, with Rosavtodor and the state company “Avtodor” being responsible for their implementation. The document also establishes the procedure for the formation of road work programs based on diagnostic data and priorities for maintenance work. Additionally, the rules set requirements for traffic organization at work sites.
The development of the decree is due to the expiration of the previous rules and the necessity to update the legal regulation.
