Applications from regions for treasury infrastructure loans (TIL) have begun. By decision of the presidium (headquarters) of the Government Commission on Regional Development under the leadership of Deputy Prime Minister Marat Khusnullin, the application period will last until September 7. Funds will be provided to regions for the implementation of projects in 2028–2030.
“Since 2021, we have been systematically expanding the mechanisms of federal support for regional development that have proven effective. Infrastructure budgetary, special treasury, and treasury infrastructure loans enable regions to launch projects significant to citizens without a heavy burden on budgets, creating comfortable living conditions for people, and providing an additional boost to the development of territories and the economy as a whole. To date, under the CIC program, applications from 86 regions totaling over 398 billion rubles have been approved. Of these, competitive procedures account for projects worth 77.1 billion rubles, including 85 facilities. Outside of competition, under baseline limits, primarily in the housing and utilities sector, more than 185 billion rubles (599 facilities) have been approved. At the same time, the competitive selection imposes special requirements on projects and is conducted with ranking based on approved criteria, unlike the non-competitive distribution under baseline limits. For priority projects, by order of the President of Russia, starting in 2025, 20 facilities totaling over 76 billion rubles have been approved. For the long-term development plans of the Far Eastern Federal District and the Arctic zone, 78 facilities totaling about 60 billion rubles have been approved.”The second stage of the competitive selection for 2028–2030 will take place this year. ICC can be aimed at creating engineering, utility, road, and energy infrastructure necessary for the implementation of investment projects. Priority in selection will be given to projects that ensure the maximum economic effect for the regions, including by attracting extrabudgetary investments and additional revenues to regional and local budgets.
“We see a high demand from regions for this instrument. Ahead of the second stage, 58 entities have preliminarily proposed 135 projects to participate in the competitive selection, with a total need for treasury infrastructure loans amounting to 379 billion rubles. These projects envisage attracting 1.1 trillion rubles in off-budget investments. Therefore, in the selection, we will primarily proceed based on the economic effect of the projects – the volume of off-budget investments and additional revenues to regional and local budgets per ruble of treasury infrastructure credit. At the same time, it is important to expand the geography of support so that more regions can benefit from this instrument.”“, – noted the Deputy Minister of Economic Development Svyatoslav Sorokin.
One of the conditions of the second stage is that the volume of the CIC for one project should not exceed 10 billion rubles. Priority is given to projects in the fields of tourism, technological sovereignty, and structural adaptation of the economy. The main principle of the competitive selection is to maximize the return on invested state funds: when ranking, the ratio of attracted non-budgetary investments to the revenues to the budgets from the provided CIC will be taken into account.
“Treasury infrastructure loans are an affordable financial mechanism provided to regions at a 3% rate for 15 years and allow for the implementation of socially significant projects. The Territorial Development Fund, as the program operator, supports the entities – helping with the preparation of applications for financial assistance, initiating necessary processes, and monitoring the projects themselves. Thus, we accompany regional teams at all stages – from submitting the application to the full completion of construction, so that each project is implemented with quality and on time,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
To expand the geography of support, the volume of CFC for projects from the region that won the first stage will also be taken into account. If, combined with the applications for the second stage, it exceeds 10 billion rubles, reducing coefficients will be applied when ranking new projects. This approach will allow the distribution of support among a larger number of regions.
At the first stage of the competition, 20 projects were selected in 17 regions, with 77.1 billion rubles of CIC allocated for their implementation. The projects will attract 871 billion rubles of private investment and provide more than 334 billion rubles in tax revenues to the budgets.
Among the selected projects is the creation of infrastructure for large year-round tourist resorts established under the directive of the President of Russia. These include “Belaya Duna” near Kaliningrad, “Saint Petersburg Marina,” “Primorye” near Vladivostok, “Ray-Iz” in Yamal, as well as the development of cruise tourism on Lake Baikal. The implementation of these projects will expand the offerings in the domestic tourist market – from skiing to beach recreation.
In the industrial sector, a new impetus for development, combined with preferential tax and customs regimes, will be received by the special economic zone sites of the Omsk and Samara regions, Perm Krai, and St. Petersburg.
