The modernization of housing and communal services is being carried out in the regions of Russia, including with the use of federal support tools. Thus, thanks to the attraction of concessional loans from the National Wealth Fund (NWF) and support from the federal budget, work has been completed on the modernization of communal infrastructure at 52 sites in the Arctic zone regions, which has improved the quality of life for more than 200 thousand people. The operator of these programs under the supervision of the Ministry of Construction is the Territorial Development Fund. This was reported by Deputy Prime Minister Marat Khusnullin.
“The work on modernizing the housing and communal services in the Arctic zone is a special responsibility. Despite all the difficulties, the regions are coping well with the assigned tasks. To date, two boiler houses, treatment facilities, as well as 64 km of water supply, heat supply, and sewage networks have been built and modernized there, thanks to attracting concessional loans through the National Wealth Fund in the amount of 2.15 billion rubles and federal budget funds in the amount of 1.03 billion rubles. The commissioning of these facilities has made it possible to provide quality heat and water supply services to more than 200,000 citizens living in the Arctic territories, including Murmansk Region, Yamalo-Nenets and Chukotka Autonomous Okrugs, the Komi Republic, Karelia, and other regions. I am confident that a systematic approach to modernizing housing and communal services facilities will allow fulfilling the tasks set by the President to improve the quality of communal services for 20 million Russians by 2030,” said Marat Khusnullin.
The repayment of borrowed funds from the National Welfare Fund and the financial condition of resource-supplying organizations are under constant supervision. These matters are regularly considered at the government commission headquarters chaired by the Deputy Prime Minister.
“Loans from the National Welfare Fund are provided to the regions of the Arctic zone at a preferential rate of 3% per annum, which makes infrastructure modernization more accessible for Arctic territories. Thanks to them and support from the federal budget, people in cities and settlements of the Arctic regions receive reliable heating and clean water. For example, one of the key completed projects in the housing and utilities sector in the Arctic zone was a wastewater treatment facility with a capacity of 650 cubic meters per day in the settlement of Snezhnogorsk, Krasnoyarsk Krai. This facility already ensures environmental safety and reliable sewage treatment for hundreds of families,” said Vasily Kupyzin, General Director of the Territorial Development Fund.
The foundation’s specialists regularly monitor housing and communal services modernization efforts, including through site visits and analytics based on the FRT automated information system.
The modernization of communal infrastructure in the Arctic and the Far East is part of the national project “Infrastructure for Life.” The national project’s activities are synchronized with the people’s program of the United Russia party, which keeps the renewal and construction of urban utilities and key communal infrastructure facilities under constant control.
Work on the modernization of housing and communal services continues. The focus of the Federal Real Estate Agency includes sustainable reduction of uninhabitable housing stock and improving the reliability of engineering systems in the northernmost regions of the country.
