Urban planning is the most fascinating part of city development. It intertwines a creative approach and professional calculation, as the created objects will serve people for many decades. Sergey Sobyanin mentioned this in his blog.

The task of an urban planner is to envision the future appearance of the city in places where there are vacant lots or outdated industrial zones, to see the outlines of residential neighborhoods, boulevards, and new industrial clusters. At the same time, any urban planning idea, even the most ambitious, must be based on strict mathematical calculations. When designing streets, transport interchanges, and bridges, specialists build in capacity margins so that the infrastructure can confidently handle increasing flows of traffic and pedestrians for many years. Similarly, social facilities — schools, kindergartens, clinics, and hospitals — must be built where they will remain in demand for several generations of city residents.

Greater Altai and the transport infrastructure of Noyabrsk

A vivid example of the application of modern urban planning approaches is the master plan for Greater Altai. It aims at the systematic development of tourism and related infrastructure simultaneously in three Siberian regions: Altai Krai, the Altai Republic, and Kuzbass. The solutions developed by Moscow designers are already in the implementation stage.

Thus, specialists have completed the landscaping of Denisova Cave and have started transforming it into a museum. The Gorno-Altaysk airport is being modernized — it has received international status. Plans include extending the runway and constructing a modern terminal complex. In addition, the first section of the Urlu-Aspak — Karakol route has been built, which will be part of a promising tourist route. At the same time, a major repair is underway on the Teletsky tract, where more than 100 kilometers of the highway will be refurbished. Furthermore, a decision was made to construct a modern four-lane high-speed road connecting the international airport with the Manzherok resort.

Last year, the master plan for the city of Noyabrsk in the Yamalo-Nenets Autonomous Okrug was approved. The document laid the foundation for a large-scale renewal of transport hubs. It includes plans to reconstruct the local airport and railway station. Meanwhile, the “Noyabrsk Arena” sports complex is being built in Noyabrsk, along with environmental reclamation and comprehensive landscaping of the shores of Lake Khanto. In the future, this area will become the main urban space for recreation.

Satellite city and Yuzhno-Sakhalinsk agglomeration

A unique project is the master plan for the development of the Sarpinsky and Golodny islands in the Volgograd region. The plan is to create a satellite city of Volgograd and an all-season family resort. The resort’s infrastructure will include educational, scientific, IT, sports, and recreational facilities. At the same time, the designers emphasize the preservation of the unique floodplain ecosystem — this is one of the main conditions for the area’s development.

The transport accessibility of the islands will be ensured by three new bridges. They will connect Sarpinsky and Golodny islands with the Kirovsky, Krasnoarmeysky, and Sredneakhtubinsky districts of Volgograd. Another important element of the transport network will be a cable car that will link the city’s central embankment with Golodny Island. Among the key development points are an educational cluster with a technopark and a network of themed parks.

Another large-scale project is the master plan of the South Sakhalin agglomeration. Its goal is to develop the territory as a leading energy and economic center of the Far East. The project includes the construction of western and eastern ring roads to divert freight transport from city streets, the formation of residential clusters “Northern Valley” and “Southern Valley,” the creation of a logistics center, an oil and gas industrial park, and an industrial construction park with a timber processing complex.

One of the flagship projects has already entered the implementation phase. Specifically, a comprehensive modernization of the Korsakov seaport is underway. The main piers of the inner harbor have been updated, and the formation of a transit port hub is ongoing. Simultaneously, the Yuzhno-Sakhalinsk airport is being developed. A new terminal complex is already operational there, and the construction of a modern runway is in progress.

In addition, the first phase of the oil and gas industrial park was opened. Plans include the renovation of the Northern industrial zone and the expansion of the Mountain Air ski resort.

The capital of Russia’s new cryoculture and information modeling technology

A large-scale project is being implemented in Magnitogorsk — the year-round park space “Prityazhenie” covering about 400 hectares. Information modeling technologies were actively used during the development. This helped significantly shorten the design time and speed up the construction of engineering systems at every stage of the work.

Construction of the complex of buildings with a total area of about 100,000 square meters began in 2021. Today, city residents are already using its key facilities. A landscaped park zone, light and music fountains, and an artificial reservoir with a beach have been opened. A sports cluster with a workout area has started operating, and an embankment hill with an all-season ski slope has appeared. In addition, there is a functioning indoor entertainment center and an amphitheater for city events.

The master plan for Yakutsk proved to be an equally ambitious task. The designers had to create a technologically advanced urban environment and ensure comfortable living conditions in the permafrost zone. The project’s concept is based on the idea of Yakutsk as the capital of Russia’s new cryoculture. It is planned that the image of the world’s coldest city will be revealed through various spheres—from architecture and urban landscape to recreation, gastronomy, and tourism. This approach will highlight Yakutsk’s uniqueness, make it more attractive for residents and visitors, and reflect the diversity of nature, history, culture, and traditions of the peoples of the Sakha Republic.
