M. Mishustin: Dear Roman Evgenyevich!
You head a department that handles the most important state issues, works with budgetary resources, delivers them to the final recipients, controls the movement of funds and their targeted use at all levels. This enables the Government to promptly address current and long-term tasks for the country’s development, primarily those approved by the President within the framework of achieving national goals.
In the current conditions, this activity acquires special significance. It is necessary to ensure clear and timely financing of all our obligations. Every ruble must be spent as efficiently as possible and reach the specific recipient as quickly as possible, so that projects can be launched, schools, hospitals, roads, social facilities can be built, and infrastructure for business and comfortable living of citizens can be formed.
I would ask you to tell us what results the Treasury has achieved in the first half of the year.
R. Artyukhin: Dear Mikhail Vladimirovich!
All our tasks are solved using modern technologies and digital solutions that thoroughly interconnect payments, accounting, and procurement. It is very important that our ministries, agencies, administrators, and regions have complete information about the targeted funds and the chain of their flow.
The government commission conducts continuous monitoring of budget execution. Moreover, it is done not just by indicators, but specifically by risk management. That is, we understand what will happen in a month, two, three. And accordingly, prompt decisions are made.
Overall, the result is successful. 54.1% – budget execution for the first half of the year. This shows that the measures taken are yielding results and effect.
The Treasury of Russia firmly maintains its position as the third largest revenue administrator thanks to the accuracy of forecasting revenues and budget disbursements. In the first half of the year, 747 billion rubles were received by the budgets. Of these, 577 billion went to the federal budget and 170 billion to regional budgets. This is a significant support in the implementation of their assigned tasks.
The budget process concludes, as is known, with the preparation of budget reporting. Importantly, the Accounts Chamber conducted a thorough audit and confirmed the accuracy of the balance sheet and all reporting of the Russian Federation. Currently, the Government of Russia has submitted the financial reports to the State Duma.
Balance currency – 186 trillion. Together with Rosimushchestvo and Rosreestr, a complete inventory of all treasury assets has been conducted, including cadastral value. Last year, forest fund lands worth 24.5 trillion rubles were registered.
The best standards are applied by us at the federal level, and in the regions for the formation of transparent reporting that records the sustainable nature of public finances.
You set the task, dear Mikhail Vladimirovich, regarding the control work. And, of course, the orientation to the risk-based approach. In July, you signed a Government decree on control monitoring. The new form of our state financial control based on a data showcase is, frankly speaking, the best practice of the tax service in tax monitoring. Of course, it also shows good results in public finance. We conclude agreements, look not only at financial indicators but also at business processes. And this allows the control objects to receive our conclusions without conducting on-site inspections.
M. Mishustin: It is very important to pay the closest attention to the control function, reducing on-site inspections, and to increase the effectiveness of efforts to eliminate budget violations.
The Treasury is carrying out extensive work on the digitization of processes. This includes creating a unified budget platform, linking all budgets within a single system, including regions, municipalities, and the Social Fund. This will lead to increased transparency, optimization of management procedures, and, of course, will enhance control over the use of funds.

R. Artyukhin: As part of import substitution tasks, the unified budget platform represents a module of the electronic budget that thoroughly permeates our budget system: entities, municipalities, Social Fund.
What is the specialty of our system? The platform allows for uninterrupted payments throughout the entire system – including the Federation, subjects, municipalities, autonomous budgetary institutions – quickly delivering these resources. And the document flow that we have is secure and fully transparent for the financial authorities.
We have created personal accounts for financial authorities for our autonomous budgetary institutions. Currently, 25% of clients have already been transferred to this platform. Correspondingly, there are tasks set for 2027, with completion in 2028. This will be a new stage in the formation of a unified budgetary space in Russia.
M. Mishustin: Roman Evgenyevich, it is necessary to strictly control the movement of budgetary resources so that all state obligations are fulfilled clearly and on time, and promptly communicated to the final recipients.
Among the tasks of the Treasury, of course, are not only performing operational functions. It is also necessary to ensure the systematic execution of the federal budget through precise cash planning and uninterrupted payment processing. It is important to improve liquidity management tools and the revenue side. These are priority tasks set by the President for the Government and the financial-economic services.
Another important direction is the support of small businesses, including through small-volume procurement. A concept has been approved that provides for the full automation of their procedures, as well as integration with the accounting information systems of both customers and suppliers.
What is the Treasury currently doing in this area?
R. Artyukhin: The concept was approved by the Government of Russia, and of course, it defined our strategy for the development of digitalization of small procurements.
These are 20 million contracts involving about 700 thousand small and medium-sized enterprises. These are contracts up to 600 thousand rubles. Starting from July this year, after amendments to the law, a complete electronic document management system is being created. The contract itself is concluded electronically, with the immediate option to issue invoices for payment and instant payment. It is very important that the system for processing these funds to small and medium enterprises is fully transparent and visible. Thus, we are creating an interconnected unified procurement management system that allows for the prompt receipt of goods. There is also verification for labeling, and all goods are guaranteed to comply with all the requirements set by legislation.
M. Mishustin: Supporting small and medium-sized enterprises is a key priority of the Government’s work. We devote significant attention to its development. This sector helps to strengthen the regional economy as a whole and to ensure employment. And often it is precisely within this sector that very important innovations and solutions for the country are born, which contribute to the country’s industrial and technological development.
