The readiness of general, secondary vocational, and higher education systems for the new 2026/2027 academic year was discussed at a video conference meeting chaired by Deputy Prime Minister Dmitry Chernyshenko.

The event was attended by Minister of Education Sergey Kravtsov, Deputy Minister of Science and Higher Education Elena Tumakova, heads of the constituent entities of the Russian Federation, heads of regional education authorities, and Presidential plenipotentiaries in federal districts.

Dmitry Chernyshenko paid special attention to issues of children’s safety, infrastructure, staffing and availability of textbooks, as well as to holding ceremonial assemblies on September 1.

The Deputy Prime Minister called ensuring the safety of every child an absolute priority. Work in this direction is being carried out jointly with the Ministry of Internal Affairs, the National Guard, the Ministry of Emergency Situations, and the regions.

Dmitry Chernyshenko also emphasized that to address the staffing issue, support measures for teachers are being expanded and the prestige of the teaching profession is being increased.

“President Vladimir Vladimirovich Putin signed a decree establishing additional measures to support teachers. Now it is necessary to ensure the practical implementation of these measures in all regions of the country. I ask the heads of regional education authorities to keep these matters under personal control,” noted the Deputy Prime Minister.

Systematic updates to educational infrastructure continue – from kindergartens and schools to colleges and universities. Dmitry Chernyshenko noted that nearly 1,700 new schools have been built during the tenure of Mikhail Mishustin’s Government alone. Special attention is being paid to the development of university infrastructure and the modernization of student dormitories.

“Overall, based on the information we have, the education system is ready by the beginning of the school year. Please address all remaining issues by September 1 and ensure the start of classes in the normal mode,” said the Deputy Prime Minister.

Dmitry Chernyshenko urged the regions to complete all preparatory activities before the start of the school year – to ensure that facilities are ready to receive children, conduct safe assembly lines, and check the availability of a sufficient number of textbooks in schools.

Minister of Education Sergey Kravtsov reported on the readiness of kindergartens, schools, and colleges for the new academic year. According to him, pedagogical councils are being held in all regions in August ahead of September 1st.

“There are five days left until Knowledge Day. The education system as a whole is ready for the start of the new academic year. We see that the number of open vacancies for the position of ‘teacher’ is decreasing. According to Rostrud data, this figure has already dropped from 1.8% to 1.1% compared to the beginning of the last academic year,” noted Sergey Kravtsov.

More than 4 million students will take their seats at over 3,300 colleges and technical schools. In the new academic year, there will be more than 1 million teachers and 168 thousand master instructors working.

The minister indicated that by the beginning of the school year all students will be provided with textbooks, including those on the history of Russia, world history for grades 8–9, as well as unified textbooks on social studies for grades 9–10.

Special attention was paid to security issues. The head of the Ministry of Education recalled that on August 19, All-Russian anti-terrorist exercises were conducted jointly with territorial bodies of law enforcement agencies.

Sergey Kravtsov noted the leaders of infrastructure initiatives. These are the Chechen Republic, Sverdlovsk Oblast, and the republics of Tatarstan, Mordovia, and Bashkortostan.

By the end of 2026, the construction of about 30 schools and two kindergartens, which was begun under the national projects “Education” and “Demography,” is planned to be completed. It is also planned to complete major renovations of more than 1,550 buildings, including over 1,000 schools, 300 kindergartens, and 210 colleges.

In 2026, as part of the national project “Youth and Children,” physics, visual arts, and music classrooms are being equipped – a total of 22.85 thousand classrooms in 85 regions.

During the meeting, issues related to the restoration of educational facilities in Dagestan and Chechnya, which were damaged in 2026 due to heavy torrential rains, were also discussed. The vast majority of educational institutions in these regions will be operational by September 1.

Elena Tumakova presented the results of the monitoring of universities’ readiness for the start of the academic year – on September 1, 1124 universities in the country will begin the academic year as planned. By September 1, 377 facilities will be put into operation after major repairs, and by the end of 2026 – 426 facilities, including 121 student dormitories. Additionally, this year a dormitory complex for 1349 students of Bauman Moscow State Technical University has been put into operation.

The meeting was also attended by the First Deputy Minister of Transport Konstantin Pashkov, deputies of the heads of the Ministry of Emergency Situations, Ministry of Agriculture, Ministry of Health, representatives of the Ministry of Internal Affairs, and the National Guard. They, among other things, reported on the fulfillment of necessary instructions regarding the organization of catering, medical assistance, implementation of anti-epidemic measures, and compliance with fire and information security measures.

The readiness of regional education systems for the new 2026/2027 academic year was reported by the governor of the Murmansk region, Andrei Chibis, representatives of the Chechen Republic, the Altai Krai, and the Kostroma Oblast.
